社会稳定是当前我国学术界、理论界、执政党和各级政府共同关注的一个重大理论问题,同时也是一个重要的实践问题。社会稳定既是人们的社会生活得以正常进行的必要条件,也是一个社会进步和发展的基础。经过20多年的改革开放和持续稳定的发展,中国社会发生了翻天覆地的变化,取得了举世公认的巨大成就,一条基本的经验就是我们党和政府正确地处理了改革、发展与稳定的关系,在社会稳定中推进改革发展,通过改革发展促进社会稳定。 当前随着我国改革开放向纵深发展,中国进入了一个新的发展时期。改革处于攻坚阶段,发展进入关键时期,社会稳定面临新的问题,特别是随着社会转型的加快,社会结构发生重大变化,利益格局出现了重大调整,由此引发了一系列的社会问题、社会矛盾和社会冲突,使社会稳定和安定团结的大局遇到了前所未有的严峻挑战。当前社会不稳定因素的增加,使得当前我国社会管理的任务加重,社会管理的难度加大,转型时期社会矛盾和社会问题如果得不到妥善的协调和解决,直接影响到小康社会的建设、和谐社会的建立和社会主义现代化建设的进程。 本文从政治发展的视角,紧紧抓住当前社会转型的特点,从影响社会稳定的现实问题入手,对社会稳定的基本内容、影响社会稳定的相关因素进行了全面系统的分析,并在对建国以来我国政治发展和维护社会稳定的经验教训进行梳理和总结的基础上,提出了我们解决这一问题的研究思路和对策选择。 本文由导言、正文和结束语共三大部分组成。导言部分主要介绍了论文选题的缘由、国内外对该问题研究的现状、论文的结构框架与研究方法等内容。 正文部分共有六章内容组成。第一章从当前我国社会转型过程中出现的社会问题着手,揭示了转型社会的发展对传统体制下的社会稳定机制带来了巨大的挑战,并提出了“维护社会稳定是转型社会的一道难题”的命题。 当前转型时期我国社会稳定机制面临的挑战主要来自于阶层结构分化、利益分化对社会稳定的影响、腐败现象的滋生蔓延对党的执政合法性带来巨大挑战、多元文化的并存导致主流意识形态的认同危机,以及群体性突发性事件的日益增多等,如果对这些问题没有足够清醒的认识,就不能正确地处理和妥善地解决,必将危及社会发展和现代化建设进程。 第二章主要是从对传统体制下社会稳定模式的回顾与反思中,揭示了传统体制下稳定模式的经验与缺陷,并在此基础上分析了传统体制下社会稳定机制的特点、弊端以及传统体制下社会稳定机制在转型社会失灵的原因。 新中国成立后到改革开放以前,我国逐步建立了权力高度集中的计划经济体制和政治体制。这种高度集权型的管理体制,对于国民经济的恢复发展、新生政权的巩固、维护社会的稳定、动员和集中国内有限的资源进行现代化建设发挥了 积极作用。高度集权型经济体制和政治体制,成为我国社会稳定机制和稳定模式 的主要体现。 如果说在传统的高度一体化的社会中,以强力控制为特点的社会稳定模式和社会控制机制对社会的稳定和发展发挥了特定的作用,那么随着社会转型、体制转轨,社会结构分化,传统的社会稳定机制难以有效的发挥作用。为此必须要建立一种新的社会稳定理论,并以此来引领社会的发展。 第三章鉴于传统体制下社会稳定机制在转型社会失灵,因此必须要适应转型社会的深刻变化,树立科学的社会稳定观。在此着重阐述了科学的社会稳定观的内涵、主要特点,以及要在科学的社会稳定观的指导下,正确把握社会稳定的内容及其相互关系。 科学的稳定观是相对于通过采取强制性因素获得社会稳定的传统稳定观而一言的,它是基于社会分工、人们相互之间由于功能性因素而相互需要,并形成相互认同的社会约束所带来的社会稳定。为了更好的适应于转型社会的需要,传统的社会稳定观也必须要进行转变,即社会稳定要由静态有序的稳定转向动态有序的稳定,要由政策性的稳定转向价值性的稳定,社会的政治结构要从个人魅力型转向法理型,法理型的政治结构是实现社会稳定的制度保障。 第四章对实现和维护转型时期社会稳定的研究必须要有新的视角,本章以政治发展作为切入点,从政治发展与社会稳定的关系入手进行了分析,重点阐述了社会转型时期影响社会稳定的主要政治因素、对转型时期社会不稳定的原因以及改革开放以来政治发展与社会稳定方面的措施进行了理论分析。 政治发展与社会稳定是对立统一的,政治发展是社会稳定的推动力和内在要求,政治发展与社会稳定相互矛盾又相互排斥。在转型时期的社会生活中,影响一个国家社会稳定的因素是多方面的,多层次的。既有政治制度化水平的高低和社会政治文化的变迁的因素,也有社会动员与政治参与是否适度、政党制度和政党体制是否正常运行等因素,同时还要看法律制度是否健全完备。 第五章主要介绍了当前社会转型时期我国实现社会稳定的对策研究,提出了要解决当前转型时期我国社会矛盾和社会冲突,在政治发展方面采取相应的对策与措施。 面对社会转型过程中出现的一系列社会问题和社会稳定面临的严峻挑战,我国在政治发展方面必须要进一步完善转型时期多元社会结构的政治协商制度;构建转型社会多层次民主参与?
Social stability is one of the key and practical problems attracting the attentions of the academia, theory circle, the party in power and governments at all levels. Social stability is the prerequisite to people"s everyday life in gear as well as the foundation of the society development. It is universally acknowledged that with 20 years of reform and opening-up and consistent development China has achieved enormously and Chinese society has changed greatly. A basic experience for this achievement is that our party and government dealt correctly with the relationships of reform, development and stability and regarded the social stability realization as people"s supreme interests, so they advanced the development of reform in the social stability and simultaneously promoted the social stability through reform and development.With the fast development of the reform and opening-up of our country at present, China has entered a new developing period. The reform is at key stage, and the development enters the critical period, the social stability is facing new problems, especially with the quickening of the society transition, great changes have taken place in the social structure and interest pattern adjustment. It caused a series of social problems, social contradictions and social conflicts, and the social stability and stable and united overall situation are facing an unprecedented severe challenge. The increase of present social destabilizing factor aggravates the tasks and difficulties of social management in our nation, if the social contradictions social concerns can not get the appropriate coordination in the period of social transition, it would badly affect the well-off society construction, harmonious society setting-up and the socialism modernization process directly.From the angle of political development, starting with the influencing realistic problems of social stability this dissertation systematically analyzes the main content and influencing elements of social stability by tightly grasping the characteristics of the present society transition. On the basis of the experiences and lessons of politics development andsocial stability maintenance, this dissertation offers the research ways and countermeasure against the problems.This dissertation is divided into three parts including introduction, text of six chapters and conclusion. The part of introduction is mainly about the cause of the top choosing, the status quo of the research about this problem in and abroad, the framework of this dissertation and even the study methods.The part of the text part is made up of six chapters altogether. From the appeared problems in the process of society transition at present Chapter one announces that the development of the transitional society has brought the enormous challenge to the social stability mechanism under the traditional system and proposes the proposition of "maintaining social stability is a difficult problem in the transition society" .The serious social stability mechanism challenges in the transition society period of our country mainly come from the stratum"s structure split-up, the impacts on social stability of the interests differentiation, the enormous challenge of spreading corruption to the legitimacy reign of CPC, compatible conflicts of multicultural causing identi-fication crisis of mainstream ideology, and the increasing sudden colony incidents of day by day etc. if we can not deal with and solve these problems properly, it will surely jeopardize the development and process of modernization of the society.Chapter two reviews the social stability modes under the traditional system and opens up the experience and defects of the mode under the traditional system, on this basis this chapter analyzes the characteristics and malpractices of society stability mode of under the traditional system and the reasons of the social stability mechanism not working well in the transitional period of society.Since the foundation of PRC after establishing, our country has set up planned economic system and
