随着经济发展和社会的进步,我国城市化进程不断加快,城市作为资源高度集中的区域,通过其创造的聚集效益优势和规模效益优势,推动了我国经济的发展,在一定程度上缩小了城乡、地区以及收入差别,但城市也逐渐成为各种社会矛盾的集中地,在城市化所产生的负面效应中,贫困问题尤为突出。城市贫困人口的增加以及贫困程度的加剧不仅导致贫困人口自身及家庭生活困难,而且还引发了一系列城市社会问题,成为引发社会不安定的潜在因素。政府作为城市反贫困主体,显现出来的局限性表明其已经难以独立应对人们需求的多元化和贫困问题的复杂化,需要寻求“助手”,共同解决日益严重的城市贫困问题以促进社会的和谐发展。因此,对于非营利组织介入城市反贫困领域的相关研究,探讨其合理的介入模式,在当前就显得十分重要,研究成果对于缓解城市贫困化、理顺政府与非营利组织的关系具有重要的意义。 本文共分为八章。第一章为导言。主要介绍了本文的选题来源、国内外研究现状、本文的研究内容与方法及可能的创新与不足之处。 第二章介绍非营利组织的概念和特征以及非营利组织介入城市反贫困领域的相关理论,包括福利多元理论、合作主义模式、第三方政府理论、治理理论、政府与非营利组织关系的类型学、合约失灵理论及政府失灵理论。 第三章主要分析了目前南京市贫困问题的现状及其产生的负面影响。 第四章对南京市政府在城市反贫困工作中的作用及在该领域表现出的局限性进行了分析。 第五章指出非营利组织在城市反贫困领域中具有满足贫困群体的多元化需求;有效降低扶贫成本、提高服务供给的效率和质量;资金来源广泛、政策连续性高;深入基层、贴近贫困群众;灵活性及适应性强等独特优势,并分析了目前我国非营利组织介入城市反贫困领域的可能性。 第六章结合南京市实际,分析非营利组织在城市反贫困领域的作用及其在发展过程中的障碍。 第七章根据国外非营利组织反贫困的现状及先进经验,得出相关启示,探讨我国非营利组织克服障碍、进一步发挥其在城市反贫困工作中作用的思路和具体对策。 第八章为结论及政策建议。
Along with the development of economy and society, the urbanization process is accelerating in China, the resources are concentrated in the cities, so cities create the accumulation and scale advantages, and promote the economic development of our country. To a certain extent, it reduces the urban-rural, regional and income disparities, but the city has become the concentrated area of all sorts of social contradictions, in the negative effects aroused by urbanization, urban poverty is particularly prominent. The accession of urban poverty population and the aggravation of poverty extent have not only led to the worsening of poverty population themselves and their family life, but also triggered a series of urban social problems, and make urban poverty be the cause of the potential factors of social instability .As the main of urban anti-poverty, the government has revealed the limitations and have showed that they can not treat the multifactor demands and the complex of the poverty problem, they need to seek "assistant" to solve the increasing serious problem of the urban anti-poverty jointly in order to promote the harmonious development of the society. Therefore, the research of the theory related to the non-profit organizations in the field of urban anti-poverty and the discussion of the reasonable intervention model is very important for us in current society and the research results have important significance for the alleviation of urban poverty and straighten out the relations between the government and non-profit organizations. This paper is divided into eight chapters. The first chapter is introduction. It introduces the source of the theme selection, the study actuality in domestic and abroad, the research contents and methods and the possible innovation and deficiency. The second chapter describes the concept and characteristics of the non-profit organizations and the theories of non-profit organizations intervene in the field of urban antipoverty, including welfare pluralism theory, collaborative model, the third-part govenment theory, the governance theory, the typology of the government and non-profit organizations, the the contract failure theory and the government failure theory. The third chapter analyzes the actuality of the urban poverty in Nanjing and its negative effect. The forth chapter analyzes the effects of Nanjing government in the field of urban anti-poverty and its limitation. The fifth chapter points out the unique advantage of non-profit organizations in the field of urban anti-poverty, including it can meet the multifactor demands of the poverty group, reduce the cost of antipoverty and raise the quality and efficiency of supply service, the source of funds is wide and the continuity of the policy is high, it can go deep into the grass-root and get closed to the urban poverty group, its flexibility and adaptability is high. This chapter also analyzes the possibility of the non-profit organizations intervene in the field of the urban antipoverty . The sixth chapter is with Nanjing"s reality, analyzes the effect of non-profit organizations in the field of urban antipoverty and the development obstacle. The seventh chapter draws the revelation based on the actuality and the advanced experience of the foreign non-profit organizations in antipoverty and discusses the non-profit organizations overcome the obstacles, and puts forward to the thoughts and concrete countermeasures of developing the effect of non-profit organizations in the field of urban antipoverty. The eighth chapter gives the conclusions and policy recommendations.
