近年来旅游业已经成为我国大多数省区大力培植的新的经济增长点，许多地区将旅游业作为国民经济的主导产业和支柱产业加以发展，区域旅游开发日益受到重视．这其中就存在不少旅游资源并不丰富、品位一般的区域，这类区域分布广泛，和旅游资源丰富、品位高的旅游资源优越区共同构成所在区域乃至全国旅游业的整体地域结构。但因其资源总体的非优性，这些区域要形成旅游产业优势的难度更大，旅游开发必须有新的思路。采取新的发展策略和途径。本文运用旅游资源非优区的有关理论，分析总结此类地区的共性与特殊性，探索其旅游开发的一般原则和对策，在此基础上，对山东省旅游资源非优区的基本状况及开发进行分析探讨。通过这一研究，以期补充和深化旅游资源非优区有关理论，并对该类区域旅游开发实践提供理论借鉴。 论文内容共分五部分：第一章导论，指出山东省旅游业发展的区域差异是进行非优区开发研究的动因，并介绍了本文的研究目的和意义、研究现状和主要内容；第二章讨论了旅游资源非优区的概念和属性、特征，以旅游资源的非优性为主要依据确定了山东省旅游资源非优区的范围，对其现状进行了分析；第三章集中分析了山东省旅游资源非优区开发的主要问题，提出了开发的理论依据和理念，指出了开发的一般策略；为使本文观点更具实际意义，第四章对山东省旅游资源非优区中的滨州市和东营市的区域特性和旅游开发战略进行了探讨研究，并提出了一些具有针对性的对策和措施；文章的结论部分总结了全文的主要论点，并提出了今后的研究方向。
With the development of tourism in recent years, regional tourism development attracts more and more attention. Tourism has become the new economic increasing point, which is greatly cultivated in many provinces. Tourism is regarded as dominant and supporting industry of economy in many areas, including some areas whose tourism resources lack of abundance and taste. Compared with areas with optimal tourism resources, they become the important parts of tourism in its area as well as the whole country, and large in number and wide in distribution. Because its tourism resources are non-optimal, it is more difficult for them to form tourism industry advantage. Its tourism development should follow an "unconventional" mode. This paper uses relative theories of non-optimal tourism resources area for reference, probes general theories and development mode of non-optimal tourism resources areas, contraposing tourism development problems in some areas in Shandong, aiming at perfecting the theory structure of non-optimal tourism resources areas and giving directions to its tourism development operation.On the basis of combination of theory research and empirical research, the author constructs the contents structure of this paper, which is divided into five parts. The first chapter is exordium. It points out that Reasons for development of areas with non-optimal tourism resources is the regional tourism development differences in Shandong, introduces the study aim and contribution, the basic study actuality and main contents; The second chapter defines the definition and characteristic, plots out the bound of non-optimal tourism resources areas in Shandong according to its non-optimal tourism resources, and analyses its actuality; The third chapter discusses the main problems of non-optimal tourism resources development in areas in Shandong, forwards theories and general methods for development. In order to make the viewpoints in this paper more practical, the fourth chapter takes Binzhou and Dongying for typical example of non-optimal tourism resources areas in Shandong, comparatively studies their regional characteristics and tourism development mode, and brings forward exercisable countermeasures. The last part summarizes the main contents of this paper and suggests the research direction hi the future.
