本文研究了基于GPRS网络的单兵信息系统指挥中心的设计问题。在对单兵信息系统战术指挥业务流程进行了调研的基础上，提出以GPRS网络为战时单兵信息系统通信平台的设想，分析了系统具体需求、系统框架结构及需要完成的主要功能，设计出指挥中心总体的构架，对指挥中心的组成、功能以及关键技术进行了分析。论文主要阐述了基于GPRS网络数据通信及基于MPEG-4的音频视频传输的实现方法，然后进行了基于MapX的GIS主要功能软件的开发，建立了指挥中心的数据库。最后编写了指挥中心的操作界面。实验结果证明，指挥中心能够实现对人员的定位、控制、以及通信等基本功能。设计的系统界面友好，操作方便简捷，符合系统指挥作战的要求。
This thesis discrabes the design of the command center of individual-soldier system based on the GPRS with the research of procedure of tactics command affair individual-soldier information. This thesis bring forward the idea of making GPRS became the communicate roof of individual-soldier system. Analyse the requirement of the system and the frame of the system and the function needed to complete. The thesis designs the collectivity frame. Analyse the composition, ability and the key technology of command center. The thesis mostly expatiate the data traffic based on the GPRS, audio frequenty and video frequenty transmission based on the MPEG-4 and GPRS. The software design of GIS function based on the MapX and built the Data-base, finality the thesis develops the interface of the command center. The result of experiment proves that the functions of the command center are realized. The interface is amity and easily operated, according with the requirement of the system.
