This thesis bring forward the idea of making GPRS became the communicate roof of individual-soldier system. Analyse the requirement of the system and the frame of the system and the function needed to complete. The thesis designs the collectivity frame. Analyse the composition, ability and the key technology of command center. The thesis mostly expatiate the data traffic based on the GPRS, audio frequenty and video frequenty transmission based on the MPEG-4 and GPRS. The software design of GIS function based on the MapX and built the Data-base, finality the thesis develops the interface of the command center. The result of experiment proves that the functions of the command center are realized. The interface is amity and easily operated, according with the requirement of the system.
