中国传统道德卷帙浩繁,博大精深。而官德,在一定意义上,可以说是在整个社会道德体系中居于核心地位,影响、决定着其他社会道德。转型期的中国,腐败等官德失范现象的广泛性已经是老百姓所关注的热点问题。文章先从中国官德的发展历程入手来把握其本质特征,然后对转型期中国官德的概念给予了一个较为合理的界定,指出官德建设应该坚持的基本原则。在第二部分,文章充分肯定了我国官德主流是高尚的,具体分析了官德失范主要现象的种种表现。官德失范现象的危害是全方位的,不仅影响政治、经济的发展,而且破坏社会的风气。官德失范现象有着极其复杂的原因,除了与官员自身的道德修养和主观观念的偏离、错误有关,与长期封建社会的历史传统和西方腐朽思想的冲击有关以外,很大程度上,还是由于制度、体制的原因造成的。官德失范与制度缺陷有着密切的联系,只有找到官德失范的制度源头,并采取相应的措施,才能从根本上避免失范现象的广泛性。从唯物主义角度看,官德失范现象的根源不仅在于人的思想品德好不好, 而且更根本在于制度问题。预防和治理官德失范现象, 不仅要靠加强“三观”教育和自身修养, 而且要从源头上入手, 以制度建设来防止和治理失范, 才能起到釜底抽薪的作用。文章在最后一个部分, 从相关的具体制度方面择其一二进行了初步的探析, 给出了作者本人的拙见。
There are many kinds of traditional moral rules in China. To a certain extent, officialmorality is in the core rank in the whole social moral systems. It affluences and determinesother morals. Now China is in the transformation period, official immoralities such as corruptetc. are the focus people care for. This paper firstly researched the essence and characteristicfrom the development of China official morality and then gave a clear concept of it and alsothe basic rules we should insist during official morality construction.In section two, this paper fully affirmed that the official morality in China is lofty andanalyzed particularly manifestations of official main immorality. The harmfulness of officialimmorality is in omni bearing. It not only affluences the development of politics andeconomics, but also destroy social mode. The reasons are very complicated and haverelationship with social system besides officers’own moral and idea and also the affluence oflong time tradition of feudalism and decadent ideology of the West. Since official immoralityhas much relationship with social system, it can be avoided if the system source of officialimmorality can be found.From the point of view of materialism,the resource of official immorality is not onlythe people’s idea but also system of sociality at more all even more. To prevent and regulateofficial immorality, it is essential to focus on its source. That is system should be formulatedbesides ‘three ideas’education. This paper did initial analysis on part of related systemconstruction and author’s idea is given here.
