长期以来,土地资源的节约集约利用,一直是国内外学者十分关注的热点领域。我国人多地少,土地资源相对稀缺,耕地后备资源不足。随着工业化、城镇化发展的需要,城市土地资源面临越来越大的空间和环境压力。在城市土地利用上,外延扩张、用地粗放、效益低下等问题未能得到有效解决。为保证社会经济可持续发展,适应建立节约型社会的需要,缓解土地供需矛盾,必须改变城市土地粗放、低效利用的局面。 本文以国土资源大调查——土地监测与调查工程中《成都市城市土地集约利用潜力评价课题》为依据,以成都市中心城区(指成都市锦江区、武侯区、高新区、青羊区、成华区、金牛区)土地利用现状为研究对象,以促进土地集约利用为目标,一方面通过对成都市中心城区的城乡建设用地和城镇工矿用地增长与人口、经济增长的匹配度分析,判定成都市中心城区的土地利用类型。另一方面通过对中心城区的商业、住宅、工业功能区的集约度测算,判定各类功能区的土地利用类型,并对低度利用功能区进行潜力测算,进而得出挖潜整理土地的范围,数量,程度。通过对城市土地集约利用潜力评价分析,以提高城市土地利用管理水平,构建资源节约型、环境友好型城市,为土地集约利用的进一步研究和政府决策提供有益的参考和借鉴。
The land resources’economical and intensive use is always the focus field that the scholar shows solicitude for at home and abroad since long-term. Our country has a big population and little land, relatively sparse vacancy of land resources, inadequate cultivated land reserve resources. City land is confronted with more and more serious space and environment pressure with industrialization, city and town-rization’s development. The extension dilation, rough field, poor efficiency are still waiting for a problem to be solved on city land utilization. So as to guarantee sustainable development of society and economy, adapt to build saving type society, relieve land imbalance between supply and demand, change rough and poor efficiency use. This article takes the great investigation of land resources " the potential estimation of land intensive use of Cheng Dou City " as a basis, takes the current land utilization situation of Cheng Dou central area (refer to Jin Jiang District, Wu Hou District, Gao Xin District, Qing Yang District, Cheng Hua District, Jin Niu District of Cheng Dou City) as a target of study, to promote land intensive use as a goal. on one hand, through a analyse of urban and rural construction land with population and economic increase to decide land utilization type of central area of Cheng Dou City.on the other hand, through calculating intensive degree of commerce,dwelling house, industry function area to decide the land utilization type of all function areas. Finally, we calculate the potential of low degree use function area to find the improving area, quantity, and degree. Through the potential estimation of urban land intensive use to improve control level, and to structure the resources saving and amicable environment’s city, and to provide the beneficial reference and lesson for the government makes policy and the further studies of intensive use of land.
