论文标题:我国区域科技资源配置评价及优化研究 Research on Appraisal and Optimization of Regional Science & Technology Resources Allocation in China 论文作者 论文导师 傅毓维,论文学位 硕士,论文专业 技术经济与管理 论文单位 哈尔滨工程大学,点击次数 208,论文页数 97页File Size5092K 2007-05-01论文网 http://www.lw23.com/lunwen_1072637/ Science & technology resources;; Optimizing allocation;; DEA 科技资源是人类社会的宝贵财富,已成为经济社会的第一资源,特别是知识经济时代的到来,更显科技资源在经济竞争中的地位。因此,搞好科技资源的优化配置,发挥科技资源的最大效率,是各国、各地区普遍重视的问题。近年来,我国科技水平大大提高,国家投入的科技经费逐年增加,科技人力资源数量增加,质量提高,但是科技资源的增加仍然不能满足科技发展的需求,而且资源的配置存在很多问题。在此背景下,研究我国区域科技资源优化配置的理论和方法,并对其进行评价与优化,对于加快科技体制改革的步伐,提高科技资源配置效率具有重大的意义。 本文在认真研究了国内外关于区域科技资源配置理论的基础上,针对我国区域科技资源投入产出的现状,重点采用实证分析的方法,对各区域科技资源配置效率进行评价和分析:首先,本文深入研究了与文章主题有关的理论基础,包括资源配置理论,科技资源优化配置理论和数据包络分析理论;其次,本文从科技投入和科技产出两个方面对我国科技资源配置的现状进行了剖析,并指出了区域科技资源配置存在的共性问题;然后,本文阐述了我国区域科技资源优化配置的目标及其影响因素,在此基础上建立了一套科学、简洁的评价指标体系,并利用DEA的有关理论和方法建立了具体的评价模型,对我国区域科技资源配置状况进行了系统的评价;最后,本文从科技财力资源、科技人力资源和科技资源配置外部环境三方面提出了优化我国区域科技资源配置的对策和建议。 Science & technology resources are precious wealth of the human society and the first resources of the economic community,which have played an important role in the economic competition especially since the advent of the times of knowledge economy. Therefore through over the world great importance is attached to optimal allocation of science & technology resources and bring their effect to full play. In recent years,China have gained great achievements in science & technology development and the science & technology budget that national devotion has increased year by year, human resources in science & technology have improved not only in quantity but also in quality, but the supply still can not meet the need ,there are many problem in the allocation of science & technology resources.Under this background, studying the theories and methods of the optimization in the allocation of regional science & technology resources is significant to accelerating reforms of science & technology system and promoting the efficiency of science & technology resources allocation. Through researching on the domestic and international theory about regional science & technology resources distribution, the paper mainly uses demonstration method to appraise and analyze current input & output condition on China"s regional science & technology resources: Firstly, this paper further investigates the theoretical foundation relating to this subject, including resources allocation theory, optimize science & technology resources allocation theory and data envelopment analysis theory.Secondly, the thesis analyzes the current situation on China"s regional science & technology resources allocation through the input & output of science & technology resources,and points out the general problems of regional science & technology resources allocation in China. Next,the thesis explains the goals of China"s regional science & technology resources allocation, set forth the main factors influencing regional science & technology resources allocation.On the basis of which the thesis sets up a set of scientific, systemic and intact evaluation index system on regional science & technology resources allocation and evaluation models based on DEA theory,and launches the systemic research on appraisal of China"s regional science & technology resources allocation. Finally, through the aspects of financial resources of science & technology,human resources of science & technology and external environmental conditions of science & technology,the thesis puts forward the countermeasures and suggestions to optimize the allocation of regional science & technology resources in China.
