工业园区是指由政府或企业为实现工业发展目标而创立的特殊区位环境。市场经济条件下,工业园区经历了由自发形成到政府自主建立的过程,并取得了巨大成就,极大地推进了区域经济社会环境的改善,并且促进了以高新技术产业为主体的新经济的形成与发展,成为一种被普遍采用的区域发展政策工具。进入21世纪后,我国经济发展迎来一个新的战略机遇期,经济发展和城市化步伐加快,我国工业园区建设也进入一个新的发展阶段。 在计划经济环境中,我国政府以制度创新和优惠转让为依托,以吸引外资和承接产业转移为目的,各种工业园区纷纷建立,并取得了飞速发展,成为许多地方经济发展的重要基地。但是,随着我国社会主义市场经济体制的逐步建立和完善,尤其是加入WTO后,区域经济参与国内、国际竞争程度加剧和经济全球化程度的不断加深,工业园区发展的环境已经并将继续发生巨大变化,园区对政府制度供给和创新也提出了新的要求。 在我国当前政府主导型的市场经济发展模式下,工业园区建设中政府的主导作用也更为明显。纵观我国当前园区建设现状,政府主导型的发展模式存在着明显的不足。一是基于经济发展目标责任制考核的压力下,地方政府出于政绩考虑,在建设园区过程偏重于招商引资,竞相出台优惠政策,造成园区低水平发展和公共利益的流失。二是过度的政府主导作用抑制了市场和产业本身对园区发展的引导和规范作用,扭曲了产业的自然发展,干扰了正常的产业转移。三是缺乏一套行之有效园区建设约束制度,园区建设给地方政府和相关官员所带来的正收益远大于园区建设不成功所带来的负收益,助长了地方政府建设园区的冲动。因而,如何构建有效的制度,规范政府行为,合理构建政府和市场的双重作用机制,以更加科学、可持续的发展观指导园区的发展,对今后我国工业园区乃至整个经济社会的发展都具有重要意义。 本文所指的工业园区概念是基于广泛意义上讨论,因此,所提出的对策建议也是基于宏观和中观层面的。为进一步细化研究内容,本文还以浙江为例,对地方政府在园区建设中的行为进行了分析。本文的研究对当前经济环境下我国工业园区发展思战略具有一定的指导意义。
Industrial Park is a special region established by government or enterprises for their economic target. Under the market economy circumstance, the industrial park formed spontaneously has been initiatively explored by local government with great success. It greatly enhances the regional economic & social environment as a widely adopted channel to advance regional economy dominated by high-tech industries. Since the beginning of the 21 century, China has witnessed new strategic opportunity for economic development. And the construction of the industrial park in China also experiences a new stage along with rapid urbanization and economic booming.In the command economy period, in order to attracting FDI and as a base to hold the transferred industries, various industrial parks were established in succession and developed at a rapid speed depending on the innovative system and preferential transfer. Yet with the gradual establishment of social market economy mechanism, esp. after China joined WTO with economic globalization, regional economy participates more actively in domestic and international competition, the environment of Industrial Park has been and will continue to be changed, which bring forward new requirement for the government supply system and administration innovation.Under the present government-oriented market economy, the local government plays an even important role in the course of Industrial Park construction. Such development mode fully reveals the deficiency as the following: Firstly, under the pressure of economic development -target -oriented examination system, local government attaches great importance to FDI attraction and promulgates one after another preferential policies which resulted in a low level development of the park and runoff of public interest. Secondly, over-control of local government restrains the guide and standardization of the market and industries in themselves to the park development, distorts the natural development of the industries and interferes the normal industry transfer.
