中等护理职业教育的发展面临机遇与挑战并存的局面。为解决制造业和现代服务业技能型人才短缺的问题,国家确定以中等职业教育为发展重点,优先在护理、数控技术等四个职业领域实施“技能型”人才培养培训工程,投入人力、物力予以支持。而中等护理职业教育在面临卫生部对其招生规模的压缩,入世的冲击,新医学模式要求护理人才调整知识结构等多重压力下,面对居民健康保健意识的增强和老龄化社会对护士需求的增多,能否抓住机遇,冲出困境,取决于学校能否根据市场需求进行准确的人才定位,能否构建相适应的培养模式。 为了有效探讨中等护理职业教育在“技能型”紧缺人才培训工程中发挥的作用,我们选取山东省烟台市作为研究个案。烟台市的护理职业教育体系是以中等卫生职业学校为主体的,因此本研究中调查的学校为独立的护士学校和设有护理专业的中等卫生学校。本文采用问卷调查、文献分析、访谈等方法,剖析中等护理职业教育改革的必要性和可行性,具体了解烟台市中等护理职业教育市场的人才特点和知识层次;研究中等护理职业学校的培养目标与培养模式,确定了“具有一定职业能力并在护理第一线的高素质中等人才”的培养目标;分析中等护理人才的能力结构组成,明确烟台市中等护理职业教育市场的需求及人才定位;找出影响当前中等护理职教进行技能型人才培养的主要障碍和当前人才结构培养过程中的薄弱点,明确亟待调整的方向,确定中等护理职业教育应面向就业市场,贴近学生需求,进行多元化培养的原则,具有重要的理论和现实意义。 通过对烟台市中等护理职业教育发展状况的调查分析,对比与国外护理教育的差距,分析了护理就业市场的巨大需求,形成了我们对烟台市中等护理职业教育现状及发展前景的基本认识:中等护理职业学校在找准护理人才的角色定位与提升教学质量方面做了大量的工作,各级医院出于用人成本的考虑,在近期内仍将保持对中专层次护士的强劲需求,但中专生入院后提升学历的压力比较大。对于中等护理职业教育的现状而言,面对新形势,已表现种种不适应,亟待改善,具体表现为:传统的护理课程设置中存在重学科知识的系统性、轻培养目标的适应性,重医疗、轻护理,重知识传授、轻能力培养,重教师教、轻学生学等问题。培养的学生多为
The development of secondary vocational nursing education is faced with the situation in which opportunity and challenges co-exist. In order to solve the shortage of qualified technical personnel both in manufacturing industries and service industries, the state has decided to focus on secondary vocational education and give priority to the development of four vocational education fields such as nursing, digital control by implementing the project to train qualified personnel. Whether the secondary vocational nursing schools will take the opportunity, with the increase of local residents’health awareness and elderly population’s growing need for nurses, under the pressure of enrollment reduction and the regulation of knowledge structure for nursing personnel to suit the new medicine model, will depend on how they set their goals to turn out qualified personnel and establish the suitable training system to meet the market needs To make an effective study in the roll secondary vocational education is playing in the project to train qualified personnel, we select Yantai city of Shandong province as an example for further discussion. Yantai’s nursing vocational education system is based on secondary vocational schools and therefore this paper just studies the independent secondary nursing schools and secondary medicine school with nursing speciality. In the form of questionnaire, references study and interview, this paper tries to study the necessity and feasibility of reform of secondary vocational nursing education, learn more about the features and knowledge level of personnel in this field, set a goal to train the qualified personnel with ability who serve as nurses. The importance of this paper both in theory and reality lies in its correct analysis on the ability of secondary nursing personnel and the definite valuation of the growing need for this type of personnel in Yantai. Also this paper’s importance is that it just points out the barrier to the secondary nursing personnel education and weakness in applying this type of education and finds out how to produce qualified personnel in a diversified way to meet the students’needs. We form the basic understanding of present situation and prospect of the development of secondary vocational education in Yantai by making a study of its development, analyzing the growing demand for nursing personnel.
