资源型城市是依托资源开发而发展起来的城市。资源型城市转型不仅仅中国独有，而是一个全球性的问题。这些城市在资源衰竭或开采成本剧增时，城市都出现了经济衰退、大量失业等现象。国外在解决这一问题上的做法各种各样，不尽相同。美国主要放任不管，依靠市场机制调节。欧盟国家主要靠政府的干预，通过关闭矿井、招商引资、工业结构调整、引进人才等诸多措施，完成资源型城市的产业转型。日本则通过产业政策对煤炭行业进行结构调整。国外的这些资源型城市在产业转型问题上的不同做法，对我国的资源型城市产业转型具有很好的借鉴意义。 本论文通过对欧盟、美国、加拿大、澳大利亚、日本、中国等国家地区的典型案例分析，从产业转型中的政府职能、衰退产业调整措施、新兴产业扶持措施等方面对资源型城市资源型产业转型进行国际比较，旨在能为我国资源型城市资源型产业转型提供思路及为制定相关政策提供可借鉴的参考。
Resource-based cities are developed by resource exploitation. The main industry of the city is mining industry that depended on unregenerate resource. Industry conversion is very important to sustainable development of the city. Industry conversion in resource-based city is a global problem. There will be some problems such as economic decreasing and lots of lay off when resource was exhausted or cost gone much high in these cities. There were some different measures were taken in different country. In America, industry conversion was adjusted by force of market. In Europe union country government took the place of a leader. For the sake of government took out lots of measure such as shut down some mining area and fetch in companies, capital and human resource. In Japan industry policy was the main method for industry conversion. Enlightenment was got from these different measures.The cases of industry conversion in America,Canada,Australia,Japan and Europe Union are analyzed. The approaches to industry conversion are compared from government function of industry conversion,adjustment measures for industry at low ebb and support for substitute industry. The countermeasures are put forward for industry conversion of resource-based cities in China.
