论文作者 论文导师 王为,论文学位 硕士,论文专业 国际政治 论文单位 外交学院,点击次数 179,论文页数 42页File Size2631K 2007-06-01论文网 http://www.lw23.com/lunwen_116686587/ political transitional;; corruption;; privilege;; fighting strategies 在全球化加速发展的今天,政腐败问题已经日益成为阻碍各国政治、经济和文化发展的绊脚石。无论是发展中国家还是发达国家,资本主义国家还是社会主义国家无不受到腐败问题困扰。某种程度上说,政治腐败问题已经成为全世界共同面临的艰巨挑战。但在世界上形形色色的各类国家中,处于政治转型期的发展中国家腐败情况尤为严重。 中国当然也不例外,当前我国正处在两种经济体制的转换以及向现代化过渡的时期,这正是腐败最容易蔓延、滋长和泛滥的时期。腐败问题在国内已经被中国共产党上升到了关系到党和国家生死存亡的高度。 本文正是在这一复杂的时代背景下,主要研究政治转型国家腐败的形势、特征、产生原因以及治理策略。本文的特色是提出“特权”是政治转型国家产生腐败的的深层原因,在特权、特权社会、特权阶层这一背景下,衍生出政治原因,经济原因和文化原因等因素。本文的另一个特色是在分析转型国家治理腐败的策略时,借鉴了西方发达国家建立“治理型”政府的过程之中吸取反腐败的经验,从而提出转型国家治理腐败的具体制度建设策略。 Today, globalization has been the trend for the world, and corruption has become the obstacle which blocks the development of politics, economy and culture. No matter developed country and developing country, capitalism country and socialism country, almost everyone is suffering and puzzling the difficult issue. To some degree, the issue of corruption has become the same challenge for the world. In the different form of states, the situation in the states which are in the political transitional period is especially serious. China is no without, now, china is carrying out the transformation of two economic systems and developing towards the socialism modernization. During the period, the issue of corruption is also produced and run wild crazily. The Communist Party of China has high value the problem and take fighting corruption as a great task concerning about life of the party and the state. The passage is just against the complex era, and mainly studies the situation, features, causes and fighting strategies. The characteristic of the passage points out that privilege is the deep cause resulting from corruption in the states which are in the political transitional period. It is the existence of privilege that political, economic and cultural causes happened. Another characteristic of the passage is how to fight corruption, the author offers a series of institutional suggestions to fight corruption after studying the process and effect of the building of" good governance" in the developed countries.
