改革开放以来,全国各地区经济都有不同程度的发展,区域经济发展的格局发生了明显的变化。在经济飞速发展的同时,富裕和贫困地区的差距越来越大。过去一个时期,由于缺乏统筹协调包括土地利用方面的统筹协调,使得区域差异拉大、产业结构趋同、重复建设严重、资源不合理利用及生态环境恶化等问题日益突出。面对这种情况,党的十六届三中全会审议通过的《决定》鲜明提出了"五个坚持"和"五个统筹"的问题,"坚持以人为本,树立全面、协调、可持续的发展观",对于国民经济的可持续发展具有重要意义。 统筹区域土地利用的最早提出是国办发32号文件,文件中提出在统筹区域土地利用研究上应抓住三个重点,一是本区域在全国的定位;二是本行政区内不同区域之间的合理分工和协作;三是区域基础设施的合理布局问题。本文从统筹区域土地利用的理论基础着手,总结提出统筹区域土地利用的内涵和影响因素,并构建了统筹区域土地利用的影响因子体系;对统筹区域土地利用的实现途径和统筹区域土地利用分区的原则、依据、方法作了深入的分析探讨;从国家政策、市场机制、区域发展战略、财税制度等主要方面提出了统筹区域土地利用的实施策略。 最后,以吉林省松原市为例进行了实证分析。提出松原市区域统筹利用分区原则,充分考虑各区域在经济空间上的联系性、地域空间上的邻近性、地区资源特点、发展趋势、区域发展战略定位等的基础上,提出松原市统筹区域土地利用综合分区方案,即东部农业及农业产业化发展区、中部人口聚集和石化产业区、西部农林牧生态保护区、南部农林牧及其产品加工区。并对各功能区土地利用结构、特点、发展导向进行分析,进一步提出各土地利用功能区调控措施。而且进一步提出松原市土地利用开发控制分区。最后,从形成区域间土地利用协同机制、落实国家的区域协调与平衡政策、防止区域重复建设及制定差异性区域土地利用政策等方面,提出统筹区域土地利用的政策措施及保障体系,为统筹区域土地利用的协调发展提供有效的指导。
Since the reform and open to the world, China economy of different areas has developed to some extent especially, and regional economic development has a marked change in the pattern too. At the same time, the gap between the areas of the rich and poor is growing wilder. In the past, the problems are becoming more acute, such as the widening gap between the areas, the irrational industrial structure, excessive duplication of capacities, irrational utilization of land resources and the degradation of ecological environment. Faced with this situation, the "Decision", adopted in the Third Plenum of the 16~(th) CPC Central Committee, clearly put forward the five adheres and five overall development and "sticking to the concept of people-centered, comprehensive, coordinated and sustainable development." This is of great significance to the sustainable development of the national economy. The land use at the overall area was proposed first in the No.32 file of the General Office of the State Council. Three points about the land use at overall area were put forward in the file: First, the position of area in the whole country; Second, the rational division of labor and coordinated of work between the different areas in the same administrative region; and third, rational layout of the infrastructures in the area. This paper, on the basis of former theoretical studies, analyses practically with SongYuan city in Jilin province as the case. First, it obtains the basis and method for land-use zoning. Then, reference to the qualitative analysis and quantitative analysis of comprehensive land-use zoning, following the principle of land-use zoning, full accounting of the relationship in the economic space and the neighborhood of regional space, the characteristics of regional resources, development trends, strategy position of regional development, this paper proposed the plan of land-use zoning in SongYuan City, and the plan is as followed, the Eastern agriculture and agricultural industrializing development zone, the Middle population convergence and petroleum-petrochemical industrial development zone, the Western agriculture-forestry-livestock breeding integrated ecological protection zone and the Southern agriculture-forestry-livestock breeding and their product-processing zone. Besides, it fatherly analyses each functional area of land use structure, characteristics, development-oriented and put forward control measures of each land use functional areas. Finally, from the formation of regional land-use coordination mechanism, the implementation of the regional coordination and balance policy, prevention Regional redundant construction and establishing different regional land-use policy. The paper puts forward policies, measures and security system to coordinate regional land use, which provides effective guidance for coordinating development of every land use. In the finality, the problems requiring further studies are discussed.
