20世纪下半叶，全球化的社团革命推动了各国国内以及跨国间非政府组织的兴起和蓬勃发展。在我国，随着社会主义市场经济体制的建立和政治体制改革的深化，非政府组织作为政府之外的提供公共服务，维护和实现公共利益的重要力量，在促进经济发展、政治文明和社会治理水平的提高方面发挥着越来越重要的作用。 当前，构建和谐社会已成为我们党的执政要求和国家的发展目标。建设社会主义和谐社会需要国家、社会和民众的共同努力。非政府组织作为社会治理新格局中的重要一员，是构建社会主义和谐社会的重要动力之一。健康而规范的非政府组织可以通过有效动员社会力量和资源，帮助政府解决社会管理中的一些薄弱环节，延伸政府服务；可以强化社会自我管理，增强社会自律，是构建和谐社会的调节器；还有利于平衡公民的权利和义务，化解社会矛盾，是构建和谐社会的稳定器；非政府组织通过开展各种活动，推动政府与民众的合作，是政府与公民之间进行交往、对话、交流的有效组织，能够较好地粘合他们，成为构建和谐社会的粘合剂。加快我国非政府组织的建设，可以增强政府机构改革与职能转换力度，增进社会宽容，促进社会和谐，维护社会稳定。因此，我们要充分认识发展非政府组织的重大意义，在构建和谐社会的进程中大力促进非政府组织的健康发展。 在我国社会转型和以政府主导的渐进式改革背景下，非政府组织的发展具有不同于西方国家的诸多特点和路径。文章从研究非政府组织的基本理论基础出发，界定了非政府组织的基本内涵与特征；进而阐释了我国非政府组织的内涵和特征以及在构建社会主义和谐社会中的作用，并在此基础上分析了我国非政府组织发展现状和存在的问题；最后，提出了促进我国非政府组织健康发展的对策与途径：认为我国非政府组织的健康发展需要将政府和市场的外部推进与非政府组织的自我完善结合起来，一方面，政府仍然需要发挥主导作用，积极加强对非政府组织的监管，并为其发展创设良好的制度环境；另一方面，非政府组织应该努力提升自身能力，积极争取政府和企业的支持，力求形成政府、非政府组织和企业三者良性互动的关系，进一步完善我国非政府组织的协调沟通机制，促进我国公民社会的发展，从而使其在构建社会主义和谐社会中发挥积极作用。
Since the last half of 20th century, the globalization revolution of the association accelerated the continuously rise of the Non-Government Organizations in different courtiers. In our country, along with construction of socialism marketing economy and the deeply reform of administration mechanism. Non-Government Organizations are playing more and more important role in providing public service and increasing public interests. Meanwhile, they have made great contributions to promoting development of the economy, political civilization and the level of society governance. At present, to build a harmonious society already became the governing requirement of our Party and the developing objective of our country. To build a socialist harmonious society, joint efforts are needed from the whole nation, the community and the public. Non-Government Organization, as one of the important members under the new structure of socialism governing, is one of the important motive forces to build socialist and a harmonious society. Through effectively mobilizing social powers and utilizing social resources, Non-Government Organizations can help our government solve some problems in the weak linkage in community governing, expanding the service of our government; Moreover, Non-Government Organizations can enforce social self-regulation, enhance social self-discipline, it"s the regulator of building a harmonious society; It"s helpful to balance the rights and obligations of the citizens, relieving social contradiction, it"s the stabilizer of building a harmonious society; Meanwhile, through developing all kinds of activities and putting forward the cooperation between the government and the public, Non-Government Organizations are the legal forms for carrying out intercourse, negotiation, and communication between our government and the public, can cohere them effectively, it"s the adhesive of building a harmonious society. Speeding up the construction of Non-Government Organizations can deepen organizational innovation and function transformation of government and stabilize the society as an acceptant and harmony one. Therefore , being known the great significance of the Non-Government Organization. In China, with the gradually procedures of government predominant reform, the characteristics and paths of development of Non-Government Organizations differ from the west nations. Based on basic theories of Non-Government Organizations in China, the article analyses the conception and characteristics of both domestic and abroad Non-Government Organizations. At the same time, the advantages and functions were also analyzed, after the systemic analyses, the problems of Non-Government Organizations of China have been pointed out, and after analyzing the reasons of causing the problems, believing that to accelerate the development of Non-Government Organizations in China, not only the government but the Non- Government Organizations themselves and the business enterprises should play their roles. We should construct the partnership between government and the Non-Government Organizations and cultivate and develop our country"s civil society by using the institutional advantages such as the system of coordination and communication of Non-Government Organizations. So that, the development of Non-Government Organizations in China will play important role in the process of building a harmonious society.
