论文作者 论文导师 方洪锦;严燕,论文学位 硕士,论文专业 教育经济与管理 论文单位 扬州大学,点击次数 101,论文页数 66页File Size620K 2006-05-01论文网 http://www.lw23.com/lunwen_130738012/ mass higher education; orientation of higher education institutes; scientific view of development 社会各界对高校定位问题的关注,形成了当今研究的热点之一。高校定位问题虽由来已久,但今天仍“愈久弥新”。在计划经济条件下,高校定位是由教育行政主管部门来规定的,高校自身无需也没有能力去改变或调整这种定位。随着高等教育体制的改革,我国已经初步建立起政府统筹规划和宏观管理、学校面向社会依法自主办学的新体制,作为高等教育系统的个体,高校在建设和发展中必须审视和解决定位的问题。高等教育大众化的来临,为高等教育提出了多样化的内在要求,这就将高校定位提上了更加紧迫和更加重要的议事日程上来。在高等教育大众化和高等教育体制改革的宏观背景之下,考察我国高校定位中存在的问题,并以科学发展观为指导,对造成我国高校定位不准确的内外部原因进行全面探析,进而提供相应的政策建议,是本论文研究的视点。 高校的类型划分是高校定位的前提和基础;高校的学科专业结构和人才培养模式是高校定位的核心。据此,就可以定位众多高校间的区别,也可以明确高校自身的特色追求。这两方面是高校定位的内涵,也是研究的理论基点。目标趋同、结构趋同、特色迷失,是对我国目前高校定位中存在问题的集中概括。问题众多,危害严重。 教育必须受一定社会的经济、政治、文化所制约,并为一定社会的经济、政治、文化的发展服务。高校及高校定位问题也概莫能外。“教育外部关系规律”为本文分析高校定位不科学的外部原因提供了理论依据。同时,造成这一问题的内部原因也同样不容忽视。 The society now pays great attention to the orientation of higher education institutes, and it has become a hot issue of researches. Although it has long been discussed, there is new significance. In planed economy, the orientation of higher education institutes was decided by the administrative department of education. The higher education institutes had neither need nor ability to adjust or change their orientation. As the reform of higher education system goes on, China has basically built up a new system in which the government only plans as a whole and manages in a macro prospect; while the education institutes operate independently under the legal system. As units of the higher education system, higher education institutes should survey and solve the problem as they move forward. The coming of mass higher education puts up various internal requests for the higher education, which puts the orientation on a more urgent and important agenda. The focus of this paper is to investigate the problems in the orientation of higher education institutes in China, under the macro background of higher education popularization and system reformation, and discuss and analyze the internal and external causes for the inaccuracy of higher education institutes orientation in an all-round manner, with the guidance of scientific view of development, to put up suggests for policy-making. The classification of higher education institutes is the premise and basis of orientation; while the structure of subjects and mode of human developing are the core of orientation. According to this, we can find the differences among institutes and each one’s special features. These two aspects are both the connotation of orientation and the theoretical basis of researches. The convergent inclinations of purposes and structure, as well as the loss of characteristics are the centralized conclusion of existing problems in the orientation.
