近几年来,长沙产业集群得到了迅猛发展,并创造了相当可观的工业总产值,成为最有活力的经济组织形态。产业集群的发展有效的优化了长沙市产业结构,推进了本市城市化和新型工业化进程,成为长沙市的重要经济支柱。但是,在现代物流迅速崛起的大背景下,产业集群内外所存在的物流管理落后、物流效率低下和物流成本居高不下等问题逐渐暴露出来,并成为长沙市产业集群发展的瓶颈。因此产业集群和现代物流应借助本市良好的区位优势和政策环境以及相关科学技术的发展,迅速找出解决方案,实现两者的协调发展。本文在此背景下进行研究。 文章围绕两个问题展开研究,即现代物流和产业集群之间究竟存在怎样的关系?在既有的软硬件基础上,现代物流和产业集群两个复杂体系如何才能够实现协同发展?本文首先利用文字进行了物流与产业集群的定性关系论证,再利用图形形象的分析了现代物流在产业集群内部、外部及集群链内的角色定位,并立用灰色关联理论结合大量时间序列论证了产业集群和现代物流之间的数量关联,系统的论证了产业集群和现代物流之间的关系,为下文的分析找出切入点。然后根据产业集群不同的产业主体和发展阶段,深入的分析了产业集群对现代物流的需求重点以及阶段性需求,并结合长沙市产业集群的发展现状、宏观环境及其物流体系的缺失分析,构建了产业集群的现代物流支持体系框架。文章最后针对此框架提出了相应的建议措施,力求从根本上解决物流不能有效支持产业集群发展的问题,以适应长沙产业集群的发展需要,创建合理的物流支持体系,为长沙产业集群的发展提供源动力。
In recent years, Changsha industrial clusters have been developing rapidly and created considerable industrial output, to become the most dynamic form of economic organization. The development of industrial clusters effectively optimized the industrial structure in Changsha City, and it also promoted the process of urbanization and the new approach of industrialization. So it has been an important economic pillar of Changsha City"s economy. However, in the backdrop of the rapid rise of modern logistics, the problem of the logistics both within and outside the industrial clusters, such as logistics backward management, logistics inefficiencies and the high cost of logistics was keeping price up; all of these problems make the logistics become the bottleneck of the development of Changsha industrial clusters. Therefore industrial cluster and logistics should make good use of the convenient conditions such as location advantageous, policy environment and relative technology to find out the solutions quickly and realize the coordinated development. This paper expanded the research based on this background. The paper commenced two studies, namely, what kind of relationship was existing between modern logistics and industrial cluster? And, based on the existing foundationof hardware and software, how could the two complex systems--modern logisticsand industrial cluster achieve the joint development? In this paper, firstly, it used word for the demonstration of the qualitative relationship between logistics and industrial cluster, any more, the paper analyzed the role that modern logistics in industrial cluster"s interior, exterior and in the cluster chain by figure,. It also reasoned the quantitative relations between them by grey correlation theory combined with amount of time series. So it could systematically demonstrate the relation between industrial cluster and modern logistics, and found out the point of penetration. Secondly, according to the industrial cluster"s different industries and development stage, it analyzed the demand emphases and demand in phases in-depth, and based on the analysis such as the development of industrial clusters of Changsha, the macro environment and the lack of logistics systems, it constructed framework of modern logistics support system for the industrial clusters. Finally, the paper systematically proposed the measure to this framework. The paper tries to solve the problem that logistics can"t support the industrial cluster effectively so that make the logistics adapt to the development of industrial clusters, then supply the power for the development of Changsha industrial cluster.
