改革开放以来,我国的经济建设和社会发展取得了举世瞩目的成就,人们的生活水平和生活质量都得到了大幅度的提高。但是,在经济高速增长的同时,我国居民收入分配差距日益扩大,无论在城乡居民之间、城镇居民之间、不同行业之间、地区之间都存在收入差距。居民收入差距问题已经成为了社会各界关注的热点问题之一,居民收入差距过大将影响我国构建社会主义和谐社会,研究我国居民收入差距的现状、分析差距形成的原因、提出调节收入差距的对策具有重要的意义。 本文除了引言部分以外,分三章对我国居民收入差距问题进行具体研究:第一章,对收入分配相关概念进行界定和对我国居民收入分配差距现状进行分析,包括:城乡居民、城镇居民、地区间居民、行业间收入差距拉大的现状。 第二章,对造成我们居民收入差距拉大的原因进行分析,主要包括:收入分配制度的变革与所有制结构的变化、政府政策因素、行业垄断、非法非正常收入、社会保障制度和税收调节不完善。 第三章,通过分析居民收入差距对构建社会主义和谐社会的影响,根据造成收入差距的原因,提出调节居民收入差距的对策,包括:完善收入分配制度和所有制结构、调整政府政策、打破垄断,促进公平竞争、加强法制建设,消除寻租腐败和非法致富、完善社会保障制度和税收体制。
Since the opening to the outside world, economic development and social development of our country have got achievements. Our people"s living standard and the quality of life all raise by big percentages. But, the gap between our country resident income and distribution expands gradually while the economy increases in high speed. The gap of income exists between urban and rural residents, the city and town dwell, industries and areas. The problem about the gap of resident income has already become one of the hot spot problems that the general public shows solicitude for. A big gap between resident incomes will affect our country to structure harmonious society of socialism. So, it has important significance to study current situation of the gap of our country resident income, analyze the reasons of the formation of gap, and bring forward the gap adjusting. Except foreword part, the article discusses the problem about the gap of resident income in our country from three chapters. ChapterⅠ: Define income distribution and analyze current situation of the gap between resident income and distribution in our country, including the actuality of income gap filling out between the urban and rural residents, city and town dwell, residents in different areas and the industries. ChapterⅡ: Analyze the cause that the gap between resident income and distribution in our country expands, Mostly including: transform of the income distribution system, change of the pattern of ownership, factors of the government policy ,trade monopolies, illegal improper income, the social security system and the imperfection of the tax revenue adjustment. ChapterⅢ: Bring forward the countermeasure to adjust the gap of resident income, analyzing the affect that the gap brings to structuring harmonious society of socialism, and according to the cause which brings about the income gap, including: perfecting income distribution system and the pattern of ownership, adjusting government policy, breaking monopoly, promoting fair competition, strengthening the construction of legal system, removing rent rotten and getting rich by devious ways ,and perfecting the social security system and tax revenue system.
