我国实施循环经济以来,取得了一定的环境和社会效益,资源问题也得到了一定程度地缓解,但整体效果并不明显,表现在与国际水平存在的各项差距。循环工业是我国实施循环经济、转变经济增长方式、探索可持续发展道路的重要领域,研究我国循环工业有序发展的科学道路,有助于带动社会各层面对循环经济的实施热情,实现我国经济、社会与环境的协调发展。 通过对目前循环工业研究的文献述评,发现我国循环工业的研究局限在生态工业园的规划、设计及评价体系的建立上。这种经过规划设计的工业园虽然具有一定的环境经济效益,但因其结构构成和实施范围有限,导致园区产业链缺乏应有的弹性,其结构和功能只能在一个较低的层次维持。 耗散结构是一种通过不断从外界输入物质和能量来实现自身结构和功能升级的开放系统结构,这种结构具有一种自组织优化的能力。通过对我国循环工业的分析,发现其符合耗散结构的特征,但目前还存在系统开放性不足,偏离度不够和涨落因素不力等不成熟因素,从而系统的自组织能力较低。 既然目前的循环工业发展受缚于过多的设计规划,那么政府就应该换个角度,从营造适宜环境方面引导循环工业发展。本文正是从这个角度出发,提出从以制度创新保障系统开放度、以企业发展强化系统偏离度、以技术创新催化涨落因素等三个方面,加强循环工业耗散结构构建,使系统在与外界进行物质能量交换的过程中,不断优化升级,增强自组织能力,通过循环工业有序发展过程中的结构扩张和功能扩散,实现经济、社会和环境协调可持续发展的最终目标。
We have acquired some social and environment benefit since the circular economy policy bring into effect. Resource problem have been reduced also. But the whole effect is unconspicuous, show as large exponential gap to international level. Circular industry is the main field to actualize circular economy, to change the pattern of economy increasing and to quest for the road of sustainable development. Researching on the scientific path of the circular industry development in China helps to drive the stratum’s zest to circular economy, to achieve the harmonious development of environment, social and economy. Reviewed the recent literature of circular economy, I find our circular industry is limited on the research of eco-industrial parks layout, design and evaluate system establishment. Although the designed eco-industrial parks have the economic and environment benefit, its structure truss and realization area is limited. The particular design has leaded the industrial chains lose the flexibility they expected have and they have to sustain their structure and function at a low level. Dissipative structure is an open system which upgrades its function and its structure through importing matter and energy ceaselessly. This structure has a faculty of self-organization. From the analysis of our circular industry, it is find that our circular industry accord with the character of dissipative structure, but its open extent is deficient, its departure is insufficient, the factors to make eat and flow are scarcity. They all make the system to have a low self-organization faculty. Now that the circular industry development is astricted by overfull designing and programming, so government should change their point of view, steer circular industry development from establishing a in order environment. The paper just cuts in this angle, and draws a reference that we should enhance its dissipative structure establishing from reinforcing its open extent, intensifying its departure and catalyzing its eat and flow factors, in order tomake the system remove constantly, to strengthen its self-organization faculty, and to complete the end goal of environment, social and economy developing harmoniously through its structure and function upgrade in order during the matter and energy exchange between the system and the environment.
