农业产业化是在家庭经营的基础上，以市场为导向，以经济效益为中心，通过对生产要素的优化配置和更新组合，实行专业化生产、区域化布局、一体化经营、社会化服务和企业化管理的经营组织形式。它能够使农业资金、技术、劳动力、土地等生产要素在横向、纵向上联合产前、产中、产后各环节，从而将割裂的农业产业链条更新集成一个完整的产业。历经20余年转型发展，以农产品供给由短缺到相对剩余为标志，我国农业和农村经济已经进入了一个新的发展阶段，在这一阶段中，需要加快推进农业市场化进程，创新产业经营组织形式，即需要进一步整合农业产业内各生产者之间的垄断竞争关系，以实现农业规模经济和竞争活力的兼得。我国农业产业化实践的本质和基本使命即在于此。但近年来，理论界也存在着人为“泛化”和片面“拔高”农业产业化的认识倾向。到目前，农业产业化已经进入中央决策并在全国范围内组织实施，但是东西部发展极不平衡，特别是地处内陆的宁夏南部贫困山区（“西海固”地区），农业产业化经营刚刚起步，农业产业化正在孕育之中。但是鉴于该地区扶贫开发的紧迫性，我们有必要对这一特定区域的农业产业结构调整和优势主导产业化经营进行分析，对推进农业产业化进程作出较为系统、准确的理论概括与解释，以求得对该地区农业产业化经营和产业化经营的目标、路径、对策及措施的准确把握，从而减少实践中的盲动行为，达到加快该地区产业扶贫的目的。本论文首先对农业产业化的形成机制、内涵、基本特征及实质等进行了简析。在分析国内外农业产业化发展趋势的同时，借鉴了我国学者的研究成果，着重总结了有中国特色农业产业化的理论与实践，同时站在西部大开发的角度，提出了适合西部及宁夏“西海固”地区农业产业化经营的原则、注意的问题和关键环节。在上述研究分析的逻辑框架内，以宁夏“西海固”地区产业化扶贫作为研究的实例加以展开。即运用统计方法和原理、区域经济发展理论、可持续发展理论等，通过对宁夏“西海固”地区区位资源比较优势和农村产业结构的特征分析，筛选确定出该区域产业化经营的重点，提出了宁夏“西海固”地区推进农业产业化经营的对策和措施。
Agricultural industrialization is a pattern of management and organization featured with specified production, regionalized arrangement, integrated management, socialized service and enterprised management. On the basis of household management and market orientation, it focuses on the promotion of economic benefit through optimizing and restructuring the main factors of production. By means of agricultural industrialization, the main factors of agricultural production such as finance, technology, labor and land resources can be horizontally and vertically combined with all the items before, during and after the production, so that the agricultural sections will be integrated into a complete chain of industrialization. Through the transformation and development over the last 20 years, a mileage has been set that the deficiency in agricultural products has given place to the comparative surplus. The agricultural production and rural economy in China has entered a new stage of development. At this stage, it is required that the process of agricultural marketing be accelerated and the pattern of enterprised management be innovated. It means that the relationship of monopoly competition among the agricultural producers should be eliminated, so that both intensive management and competitive vitality will be created in the development of agricultural economy. This is the essence and basic mission of the agricultural industrialization in China. In recent years, there is a tendency that the concept of agricultural industrialization is unilaterally broadened and artificially heightened in theory. At present, agricultural industrialization has become one of the important agendas of the Central Government and is implemented throughout China. However, the progress differs sharply between the developed parts in the east and the developing parts in the west of China. In particular, at the Xi-Hai-Gu District,which is located at the poverty-stricken mountainous area of southern Ningxia inland China, the agricultural enterprises are still young and the process of agricultural industrialization has just begun. Facing the urgent requirements for poverty alleviation, it is necessary to analyze the restructure of the agricultural enterprises and the advantage of the leading industries in this particular district. With the systematic and accurate summarization and explanation in theory in the acceleration of agricultural industrialization, the objectives, approaches, countermeasures and measures in the development of agricultural enterprises and the management of agricultural industrialization will be properly handled, so that blind actions will be reduced in practice in favor of accelerating the poverty alleviation by means of agricultural industrialization.In this thesis, the mechanism, contents, basic features and essence of agricultural industrialization are briefly analyzed. Upon analyzing the worldwide tendency of the development of agricultural industrialization, at the reference of the research achievements of national scholars, the theories and practice of the agricultural industrialization with Chinese characters are summarized. From the point of view of the Western China Development Strategy, the principles, key issues and important links in the management of agricultural industrialization adaptable for the Xi-Hai-Gu District and western China are proposed. Within the logic frame of the above analysis, the research is carried out on the basis of the case study on the poverty alleviation through agricultural industrialization in the district. By means of statistic methodology and principles, the theory of regional economic development and the theory of sustainable development, the comparative advantage of the local resources and the features of the rural enterprise structures are analyzed, the key points of the regional enterprise development are selected, and the measures to accelerate the management of agricultural industrialization in the Xi-Hai-Gu District are proposed.
