论文标题:征地价格中的农用地社会保障价格研究 Study on the Price of Social Security in Land Expropriation Price 论文作者 郝娜 论文导师 许皞,论文学位 硕士,论文专业 土地资源管理 论文单位 河北农业大学,点击次数 85,论文页数 58页File Size4237k 2005-05-01论文网 http://www.lw23.com/lunwen_145069897/ 价值构成;土地征用;征地价格;农用地社会保障价格;农用地级 Value composing; Land expropriation; Expropriation price of land; Social security price of arable land; Agricultural region. 农用地的价值由农用地的自然质量价值和无形价值构成。农用地的无形价值主要是指农用地为农民提供社会保障,为社会提供粮食安全,平衡生态环境等价值。农用地是农民赖以生存和发展的重要生产资料。在我国目前城乡二元经济的情况下,农民还没有被纳入社会保障体系,土地就是国家赋予农民的社会保障,拥有土地是农民与其它劳动者的重要区别。 随着我国经济的发展,建设用地的需求迅速增加,越来越多的农用地被征用,对失地农民来说,土地价格是否合理至关重要,关系着他们自身是否能生存和发展下去。本文论述了农用地价值的构成以及目前我国征地价格的不合理之处,指出农用地社会保障价格计算不合理是导致征地价格偏低,产生一系列不良后果的主要原因。 文章从分析农用地对农民的社会保障功能入手,提出了农用地社会保障价值所包含的四个方面,即:养老保障价值、医疗保障价值、就业保障价值和财产继承价值。然后,依据城乡居民平等的原则,参照居民社会保障体系的价格水平,对上述农用地社会保障价值的四个方面价值的进行量化,最后将四部分加和并修正得出了农用地的社会保障价格。 本文以河北省平原区有代表性的霸州市为例,对该市的自然条件、社会经济状况等进行了调查,在此基础上利用霸州市农用地分等成果,采用修正法对霸州市农用地进行了定级。用频率法将全市农用地分为三个级别。运用文中提出的农用地社会保障价格计算方法在霸州市进行实例研究:首先以村为单位,分别计算各村单位面积农用地社会保障价格,再对结果进行分析汇总,利用频率法将霸州市农用地社会保障价格划分成四个等别,分别计算出各等别单位面积农用地的社会保障价格,并统计出了各等别农用地的面积。分别为: 一等地价格为357070.20元/公顷,面积1328.933公顷,占霸州市农用地总面积的3%;二等地价格为323719.65元/公顷,面积1745.933公顷,占霸州市农用地总面积的4%;三等地价格为214762.65元/公顷,面积30966.800公顷,占霸州市农用地总面积的71%;四等地价格为160945.65元/公顷,面积9610.933公顷,占霸州市农用地总面积的22%。 文章对霸州市农用地级别与农用地社会保障价格的关系进行了定性分析,得出:随着农用地价格指数的提高,单位面积的农用地社会保障价格遵循“升高—降低—再升高”的变化规律,总体上呈波浪式上升趋势。 Arable land value is composed of its natural quality value and its invisible value .The later part mainly includes the value provided by the arable land of the social security for farmers, the food security for society and the balance for the environment. Arable land is the crucial product material for farmers to exist and develop. Due to the dualistic economy between the city and countryside in our nation, the fanner have not been involved in the social security system .Our country endowed the farmer with the land as the social security, whether owning land or not is the main difference between farmer and other labourers.According to the development of economy in our nation, the land needed for construction are increasing rapidly, as a result, more and more arable lands have been expropriated .It is crucial that the land price is reasonable to the fanner who lost land because it determines their existence and development. This passage dissertated the composing of arable land value and the unreasonable parts of expropriating price in our country, what"s more, it pointed out that the unreasonable calculation of social security price for arable land is leading to a low expropriating price, and a series of bad results.The text begins with the analysis of the social security function of arable land for fanner, and advances four parts that the social security value of arable land contains: endowment insurance price, medical insurance price, employment insurance price and the heritage of property value. Then, according to the principle of equality between urban and rural people, and the price of urban man"s social security quantifies the four parts mentioned above. And then addict them and modifies them, thus we can get the social security price of arable land.This text takes Bazhou, which is representative in Hebei province"s plane area as an example. Basing on the survey of the natural conditions and social economic situation, etc., and utilizing its arable land"s classification result, the author define the arable land with revising law and divide the land into three ranks with the frequency law. With the calculating method for the social security price of arable land, which is put forward in the article, to make on-site inspection: Regard village as the unit at first, calculate the social security price of arable land of unit"s area in every village separately, and then analyze and gather the result, utilize the frequency law to divide the social security price of arable land in Bazhou into four ranks, calculate out the social security price at various levels separately,
