金融市场一体化迅速向全球扩张,一大批新兴国际金融市场崛起,全球性金融中心、地区性金融中心和大批离岸金融市场构成一个覆盖全球的金融网络。金融在当今世界经济的作用越来越重要,已逐渐成为各个国家国民经济体系中的最高层次,进而成为国民经济的中枢。金融体系在其自身的发展和演变过程中,客观上要求并促成了金融中心的形成。国际金融中心在政治、经济方面的巨大价值,使许多国家都在为建设自己的金融中心而努力。金融资源的有限性,使得各个金融中心之间的竞争十分激烈。我国也已经应该积极地进行了国际金融中心的筹备和规划,不少城市为成为亚太地区的国际金融中心而努力。 作为研究国际金融中心的基础,国际金融中心的基本理论,被安排为本文第二章,包括国际金融中心的分类方法,国际金融中心的判定,国际金融中心的等级结构体系等,并着重讨论国际金融中心的分类,以指导上海建设国际金融中心的类型选择。在第二章的基础上,第三章试图回答国际金融中心形成的前三个基本问题——为什么,什么地方,就在那个时候——作为国际金融中心理论解释。由于国际金融中心区位的选择及其形成与成长问题是一个介于地理学、城市经济学与金融经济学之间的边缘问题,因而本文运用了现代经济学、地理学和金融学的一些理论来研究国际金融中心的形成问题。国际金融中心形成与演变的一般规律,为本文的第四章,并被作为论文的重点内容进行展开。我国建立国际金融中心的条件与可行性及上海如何建设国际金融中心,为本文的第五章内容。通过分析,本文认为上海应以政府推动为发展推动力,建设为内渗型、功能性、区域性和集资性国际金融中心在此基础上,本文为上海国际金融中心的建设提出了对策、发展战略和未来发展的思路。
The integration of the financial market extends to world and a lot of newly international financial markets are rising. The global financial center, regional financial center and many off-shore financial markets constitute a global financial network covering the world. Finance is getting more and more important in the world economy. It has gradually ranked first among the economy system in each country, then becoming the pivot of the national economy. Financial system objectively requires and facilitates the financial center in its development and evolution. Many countries make efforts to build their own international financial center because of its great value in politics and economy. The finiteness of the financial resources provokes the intense competition between each financial center. Our country also has progressively proceeded to arrange and plan to build the international financial center, many cites making efforts to become the Asia-pacific financial center.As the basic knowledge to study the international financial center, its fundamental theories are arranged as the second chapter, including the way of its classification, judgment and the system of its hierarchical structure. In order to guide choosing the type of the international financial center, the chapter emphasizes the classification of the international financial center. Based on the second chapter, the third chapter tries to expound the formation of the international financial center, which includes three questions why, where and when the international financial center emerged. Because the choice of location and formation of the international financial center are frontier sciences, the article uses some modern economic, geographical and financial theories to study the formation of the international financial center. The fourth chapter shows the regular law of the formation and evolution of the international financial center and in the next chapter, the requirements and feasibility and how to build the Shanghai international financial center. Through the analysis, the author thinks that Shanghai should be an inside-infiltrated, functional, regional and capital-collecting international financial center. Based on these analyses, the article puts forward the countermeasure, developing strategy and thinking about the building of Shanghai international financial center.
