近年来，企业集群在获取区域经济竞争力中的作用受到人们的普遍关注，企业集群模式成为西部欠发达地区争相学习的范式。对西部县域来说，企业集群发展对提升区域经济竞争力和缓解“三农”问题具有重大作用，因此，发展高素质的企业集群是必然的选择。然而，对于欠发达地区来说，企业集群的生成不能仅依靠市场机制作用通过漫长过程来自发形成，政府的推动作用显得十分重要。工业园区作为发展企业集群的重要载体，受到政府的高度重视。工业园区的发展政策是否有助于企业集群的生成，是园区发展是否成功的一个主要指向。但是，从目前的情况来看，工业园区发展过程中出现的种种倾向，不利于园内企业集群的培育与发展，因此也给园区发展带来巨大风险。概括起来，主要有以下方面：西部县域工业园区无序招商引资，使企业集群难以形成，而产生对本地经济资源侵蚀的风险；因优惠政策导致的企业在不同区域的高度流动性，诱发企业集群缺乏地域根植性风险；园区缺乏科学的发展定位与产业规划，而导致区域内园区企业集群产业选择同构性风险；工业园区内企业占用了大量土地资源，农民耕地被征用而产生的社会成本持续上升的风险；工业园区内产业链尚未形成，而导致园区内企业“集”而不“聚”的风险；园区内企业尚未形成共生机制，而诱发企业之间恶性竞争，导致园区集群出现“柠檬市场”风险；园区内中小企业融资困难，而导致企业进一步发展受阻的风险；园区内企业自主创新能力薄弱，而导致企业对外部市场变动反应僵化的风险。 如何才能有效地防范与控制西部县域基于企业集群的工业园区发展风
Recently, many people pay attention to the competitiveness of industry cluster, western county study the mode of industry cluster. Industrial clusters have already been proved that it is important to promote the regional competitiveness and alleviating "the three agriculture problems". Therefore, it is a choice to breed industry cluster. However, the development of industry cluster couldn"t depend on the mechanism of market only, the push of government is important. Government pays attention to industrial park as a carrier of breeding cluster. The policy of industrial park would be contribute to the development of cluster or not, is a standard of successful development of park. However, nowadays the tendency in the process of the development industrial park goes against the development of industry cluster. Therefore, they bring to industrial park great risk. Its risks including: First, disorder investment in the industrial park causes the local economical resources corroded. Second, because of the weak regional embeddedness, enterprises flow highly in different area. Third, enterprises in industrial park massively take up the land resource, the farmland is taken over, and social costs keep on increasing. Fourth, industrial chains in the park haven"t been formed, the enterprises in the park "gathering" but not "agglomerating". Fifth, enterprises in the park haven"t been formed a symbiotic mechanism, the vicious competition between enterprises cause the risk of "lemon market". Sixth, many small enterprises have a problem, financing difficulty. And because of this, the enterprises" further development is blocked. The last one is that because of the weak enterprise"s independent innovation ability, the enterprise"s reaction comes to a dead lock when exterior market changed.How can we keep away and control these risks effectively? The paper put forward the policy proposal from six aspects. There are: Firstly, change "drum up enterprises" into "choose enterprises", guarantee the enterprises" qualities. Then position the government role accurately and correctly, and insist "have for, haven"t for". Besides, reduce the transaction
