产业结构调整是经济发展中的一个基本问题，贯穿于经济发展的全过程。而技术进步促进产业结构调整这不仅成为人们的共识，而且随着我国经济体制改革和对外开放的深入发展，依靠技术进步促进产业结构调整已经成为各地区的发展战略。1999年山西作为全国能源大省对发展战略进行了重大调整，将战略重点转移到提高科技创新能力、经济实力和区域竞争力上来，特别是2006年以来山西省委、省政府提出要下功夫解决好节能降耗、保护环境、科技创新“三块短板”的问题。本文深入分析山西依靠技术进步推动产业结构调整取得的成绩，及现阶段山西技术进步现状对产业结构调整的制约、及解决的途径和措施，对山西今后的产业结构调整及促进山西经济快速稳定发展有着重要的现实指导意义。 全文共分四部分。 第一部分，技术进步与产业结构调整的关联性分析。简单地介绍了技术进步与产业结构调整的有关理论，对技术进步与产业结构的关联性进行了深入分析，创造性地提出了技术进步对产业结构的影响是全方位，深层次的。 第二部分，技术进步与山西产业结构调整。在对山西产业结构调整取得的新进展、调整的新阶段、发展的新思路进行相关分析的同时，特别对山西省技术进步现状对产业结构调整的制约作了系统的分析，找出其制约因素，并指出技术进步是山西产业结构调整的持续动力。 第三部分，山西产业结构调整中技术进步途径的选择。主要从技术进步的“外源式”的技术引进和“内源式”的自主创新两条途径入手，指出在山西产业结构调整中技术引进是技术进步的有效途径，自主创新是关键，而就目前来讲必须坚持技术引进同自主创新相结合，加大技术创新力度。 第四部分，促进技术进步推动山西产业结构调整的对策与措施。有针对性地对山西促进技术进步，进而推动产业结构调整提出了对策措施：首先、构建高效技术引进体系，是促进技术进步推动山西产业结构调整的基础。具体应采取以下措施：1、制定科学的技术引进战略，提高技术引进效果。2、选择正确的引进技术，提高技术引进的有效性。3、采取合理的技术引进模式，提高技术引进的质量。4、强化企业的主体地位，发挥市场机制的基础性作用。5、实施“走出去”战略，获取先进技术。6、加强引进、消化、吸收基础上的再创新。其次，构建区域科技创新体系，是促进技术进步推动山西产业结构调整的核心。具体来讲：1、建立以企业为核心、产学研结合的创新体系。2、建立科学研究和高等教育有机结合的知识创新体系。3、创建高效规范的科技中介服务体系。4、统筹协调的科技组织管理体系。5、发挥地区比较优势的省内区域创新体系。第三，加快科技人才队伍建设，是促进技术进步推动山西产业结构调整的关键。队伍建设需做好以下几方面的工作：1、加强科技人才的培养、留用与选拔。2、加入科技人才的引入机制。3、健全和完善青年科技人才的奖励机制。4、建立青年科技人才的科技基金。最后，加强政策环境建设，是促进技术进步推动山西产业结构调整的保障。主要包括：1、充分发挥政府的引导和协调作用。2、建立多元化的科技投入体系。3、发展风险投资，促进技术成果转化。4、利用集群基地载体，促进技术扩散。5、建立有利于技术进步的法律法规体系。 总之，要实现山西经济的跨越式发展，关键在于促进各产业技术进步，我们只有依靠技术进步提升和改造传统产业，实现技术升级；积极发展高新技术产业，加快高新技术的产业化。才能推动山西产业结构的合理化，进一步加快山西的经济发展。
The industrial structure adjustment is always happening in the whole process of economic development and it is a primary issue in the process of economic development. But the technology progress promotion industrial structure adjusts not only become people"s mutual recognition, but also depend upon the technology progress promotion industrial structure adjustment already to become various local the developmental strategy ,with the reforming of our country economic restructuring and development of the profound development of opening to the outside world. In 1999, as a Great Province of Energy Resources, Shanxi has adjusted to the developmental strategy greatly. It shifts the emphasis of the strategy to enhancing the technical innovation ability, the economic potentiality and the region competitive ability. Since 2006, the Shanxi provincial party committee, the provincial government proposed that we should do our best to solve the problem of energy conservation and low-consuming, the environmental protection, the technical innovation of "the three short boards". This article thoroughly analyzes the result which the Shanxi dependence technology progress on impelling industrial structure adjustment, and at present the restriction of Shanxi technology progress situation to the industrial structure adjustment, and the way and the measure. To the industrial structure adjustment and promoting the Shanxi economical development fast and stably, it will have the important reality instruction significance to the Shanxi further development. The paper has four parts. The first part is analyzing the relevance between technological progress and industrial structure. It simply introduced the technology progress and the industrial structure adjustment related theory, and analysis to the technology progress and the industrial structure connection thoroughly and creatively proposed the influence of the technology progress to the industrial structure is deep and omni-directional. The second part is technological progress and Shanxi industrial structure adjustment. While we analysis the correlation that the Shanxi industrial structure adjustment obtain the new progress, the adjustment new stage, the development new mentality, specially in the restriction of the Shanxi Province technology progress present situation to the industrial structure adjustment, and find out the factor of restriction, and pointed out that the technology progress is the continual power of Shanxi industrial structure adjustment. The third part is choosing the way of technological progress in Shanxi industrial structure adjustment. We should do mainly from technology progress "extraneous source type" technical introduction and "endogen type" independently innovates. It pointed out that the technical introduction is the technology progress effective way in the Shanxi industrial structure adjustment. The independent innovation is the essential way. At present, we must persist combining the technical introduction with creates independently, and strengthening the technical innovation. The fourth part is the methods and measures on accelerating technological progress and promoting industrial structure adjustment in Shanxi province. It has pointed out the countermeasure to the Shanxi promotion technology progress and impetus to industrial structure adjustment: First, constructing high effective technology transfer system is the foundation of promoting industrial structure adjustment in Shanxi province. Below specifically should take the measure: 1st, Making scientific strategy of technology transfer, enhancing the effect in the technology transfer. 2nd, choosing correct technology transfer, enhancing the efficiency of technology transfer. 3rd, Adopting the rational model of technology transfer, enhancing the quality of technology transfer. 4th, Strengthening the main position of enterprise, exerting the force of the market system. 5th, Implementing strategy of "going out to the world", getting advanced technology. 6th, Strengthening technology introduction、digestion、absorption and innovate on the basis of it. Next, constructing the regional innovation system of science and technology is the core of promoting industrial structure adjustment in Shanxi province. Concretely speaking: 1st, Establishment of innovation system with the enterprise as the subject, a combination of production and learning as the key. 2nd, Establishment of knowledge innovation system combined with science studies and high education. 3rd, Establishment of high efficiency and criterion scientific & technological service system. 4th, planning the harmony system of organization and management of science and technology. 5th, Bringing into play comparative advantage Of regional innovation system in Shanxi province. Third, accelerating the construction of sic-tech talents staff is the key of promoting industrial structure adjustment in Shanxi province. The team must complete following several aspects: 1st, Strengthening to raise the scientists and technicians and to hold for use with the promotion. 2nd, Joining the scientists and technician"s introduction mechanism. 3rd, sounding and perfecting the youth scientists and technicians" reward mechanism. 4th, establishing the youth scientists and technicians" technical fund. Finally, strengthening the construction of policy environment is the guarantee of promoting industrial structure adjustment in Shanxi province. Mainly includes: 1st, fully playing the government"s role of guidance and coordination. 2nd, establishing multiplicative technical investment system. 3rd, developing risky investments, promoting Technological Achievement Transformation. 4th, making use of the Industrial Cluster, promoting technology diffusion. 5th, forming a perfect law and regulations system which is advantage to the technology progress. In conclusion, the key which promoting the overstepping development of Shanxi is advance various of industries technology .If only depend on technology progress、transformation of the traditional industry, the realization of technology promotion、Positive development of the high-tech industry, and speeding up the high-tech industry, can drive industrial structure of Shanxi to rationalize, and then to accelerate the economical development.
