清代前期，湖北地区在经济、教育和文化等方面呈现出较为繁荣的景象，为湖北籍高层文官的产生提供了良好的舞台，出现了一批有全国性影响的高层文官，如熊赐履、张鹏翮、吴正治、陈銮、崔应阶等，他们对清代的政治、思想及经济等领域均产生过一定的影响。本文力图在爬梳湖北籍高层文官资料的基础上，对清代前期湖北籍高层文官的相关问题作出初步研究。 本文首先对“高层文官”有所界定，并以湖北籍高层文官为中心，叙述高层文官与一般文官之间的区别，认为至少在入仕途径、选官授职、行政能力、官宦生涯时间和为官热忱等方面，二者存在着一定的差异，也正是这些因素成为影响高层文官的基本要素。 其次，本文从荒政、商业、水利、司法、土地问题和民族关系等几个方面，论述了湖北籍高层文官的具体政绩和主要贡献，表明湖北籍高层文官对国计民生起到了积极的作用，对清代社会产生过良好的影响。 最后，本文以熊赐履为典型个案，从察吏安民、苏解民困，清正廉洁、秉公办事，刚正不阿、不畏强权及躬行理学主张等四个方面，阐述了熊赐履的治国理念，以及他对康熙帝和朝廷政事的影响所在。
In earlier stage of Qing Dynasty, the area of Hubei demonstrated the comparatively prosperous scene in such aspects as economy. education and culture. It has offered the good stage for production of the official on the senior level born in Hubei and has presented the personages of a batch of official with nationwide influence, for instance CiLv Xiong. PengHe Zhang> ZhengZhiWu.LuanChe. YingjieCui, etc. The official on the senior level exert a too certain influence on the fields, such as their politics, thought and economy of Qing Dynasty, etc. This text try hard on the basis of analysing the official on the senior level"s materials of Hubei, and on relevant problem of the official on the senior level born in Hubei make preliminary research to will it be earlier stage Qing Dynasty.Firstly this text defines "official on the senior level", and regard official on the senior level born in Hubei as the center, in order to probe into the difference between official on the senior level and general official. This text think at least in bodyguard way of entering. select officer award duty, administrative ability. government official career time and for officer such as being hearty; certain difference exists between the two, but exactly that these factors become basic key elements of influencing the official on the senior level.Secondly, this text is from neglecting several respects, such as policy, commerce, water conservancy. administration of justice, land question and national relation, etc. This text have described concrete achievements and main contribution of the official on the senior level of Hubei nationality, and indicate that official on the senior level plays a positive role to the national economy and the people"s livelihood for book of Hubei, have a too good impact on society of Qing Dynasty.Finally, this text grants CiLv Xiong as the typical case, from examine describing official, solving people"s tired, honest and upright handling affairs impartially the people, upright and above flattery defying powering and bow competent Neo-Confucianism person who maintain four respects, and explain CiLv Xiong grant to run a country idea, and between he and Kang Xi emperor and imperial court influence of government affairs.
