九十年代，特别是近几年来，我国国有企业改革进入了攻坚阶段，由此而引起了大量的城镇职工的下岗或失业，由下岗和失业而引发的城镇贫困问题一时成为社会的热点。可以说，城镇贫困问题既涉及到千家万户的切身利益和生存状况，更关系到改革的成败、社会的稳定利经济的发展，是一个关系到全局的、必须引起高度重视的社会问题。本文按描述、分析、预测、规范的“四步递进”的先后顺序，对城锁贫困问题作了较为详细的探索。 一、当前我国城镇贫困问题的现状及特征 当前我国城镇贫困问题主要表现为城镇贫困人口总量较大，贫困程度较深；贫困的主体是企业的下岗或失业的职工；贫困人口的分布有着明显的行业及地域特征；贫困人口社会态度悖逆取向明显；贫困问题已经对经济和社会生活产生了严重的影响；并且对企业甚至社会改革产生了一定的影响。 二、当前我国城镇贫困问题产生的原因 当前我国城镇贫困问题产生的原因既有贫困者个人本身的原因，也有社会方面的原因，是综合因素作用的结果，如体制的转化；收入差距的拉大；社会保障系统不健全；企业内部管理混乱等是城镇贫困产生的外部原因。而贫困者及其家庭竞争能力的弱化则是其内在原因。在内外原因的综合作用下，不少城镇失业下岗者陷入贫困生活。 三、当前我国城镇贫困问题的发展趋势 我国城镇贫困问题已触及到一些深层次问题，所以在短时期内难以完全消除，其未来的发展趋势大致如下：贫困的主体将继续以下岗失业工人为主体；贫困将越来越以相对贫困的形式表现山来；贫困人数有扩人的趋势，贫困者将处于社会中不利的竞争地位。我们必须对这些趋势有一个清醒的认识。 四、解决当前我国城镇贫困问题的对策设计 解决我国城镇贫困问题，我想主要要做好以下工作：控制人口总量；发展经济、扩大就业容量；建立新的适应市场经济需要的社会保障制度；推进劳动就业制度的改革与创新；缩小贫富差距；提高贫困者的文化素质和专业技能；发挥社区服务的功能等。惟其如此，城镇贫困问题的解决才有希望。 全社会行动起来，共同搞好城镇扶贫工作！
1990s, especially recent years, the reform of the state"s enterprises is in its most important Period. It makes a great deal of workers in Cities and towns out of work or unirnployment . NaTurally, their life goes into poverty and forms the poverty problem in cities and towns. This Problem is Concerning the whole situation. the benefits of many people and lots of families, social stableness and economic delevolopment. So we should pay great attention to Ibis Social problem. In ths paper. Study the poverty problem in citiesand towns in detailed in the Sequence of "Vv"hat , Why, I-low, Should"(~)The present situation and characteristics of the poverty problem in cities and towns in modern China.At present. The poverty problem in cities and towns is characteristic of many poverty persons and going into deep degree: The main poverty persons are the tIme workers out of work or unimployment . The poverty persons are distributed accorching to the profesions and areas.Their social attitude is appanently adverse. The l)overty problem. [las influenced the economic and Social life.(rr)The causes. of the poverty problem. Of cities and towns in modern China.Nowaday, the Causes of the poverty problem of cities and towns lie either in the poverty persons Situation or in the social conditions. It is the consequence of many causes. Among These causes, the system transform, unequal income, the unperfect social insurance system.and the confused management are external causes. On the other hand, the weakly compelive capacitis of the poverty persons and their families are internal causes. lnflueneed by these external and internal causes, A lot of persons who are out of works or unimployment go into poverty life.The tendency of the poverty problem in cities and towns.The poverty problem in cities and towns is Concerning Some deeply stratified problem.So it is very difficult to resole it thoroughly. Its" tendency follows as : the main poverty Persons are still workers who are out of works and Unimployments, the ralative poverty will Become the main form, more and more people maybe go into poverty life and their situation Is unbenefitful to themselves. We should discreetly recognize this tendency.Pi~ The ways for solving the poverty problem in cities and towns.In order to solve the poverty problem in Cities and towns, We should fulfil the works as follow: controlling the tolal number of population, devoloping the economy and expanding the employment, establishing the new social insurance System which is Suituble to the demand of the oriented-market economy, Shrinking the gap between the wealth and the poor, Promoting the Cultural level and profesion skills of poverty persons, giving play to the function of the commu~ unity service and so on. Only by doing so, can we solve the poverty problem in cities and towns.Everyone acts, Let"s fulfil tho goal of solving the poverty problem in cities and towns.
