本文结合河南省世界银行贷款扶贫项目，将社会经济效益看作公路建设项目的一个子系统，运用系统工程中的系统动力学原理对扶贫公路项目的社会经济效益进行分析，并结合实际的调查结果，建立了相应的评价指标体系，通过对该子系统的敏感因素分析，抽象出相应的因果关系图，在此基础上建立了流程图，从而获得相应的系统动力学模型，进而对社会经济效益进行后评价。
This thesis combines with HerNan province loan poverty projects of bank of World, considers social economic results as one subsystem of highway constructional projects, and uses system dynamics principle to analyze the social economic results of highway loan poverty projects, then links actual findings results to build an appropriate appraisement index system. This thesis builds a flow diagram on the causality diagram and get an appropriate system dynamics model, and makes a later-appraisement to social economy.
