论文标题:民航机场社会经济效益分析及其评价方法研究 Performance Appraisal Research of Civil Airport Social Economic Impact 论文作者 论文导师 刘金山,论文学位 硕士,论文专业 国民经济学 论文单位 暨南大学,点击次数 894,论文页数 72页File Size5706K 2007-05-01论文网 http://www.lw23.com/lunwen_1601342/ airport; social economic impact; assess; put-output 机场作为重要的交通基础设施,在国民经济中具有较强的拉动作用和推动作用。但是由于我国的民航事业发展时间较短等原因,国内对于机场的公共基础设施这一定位还未达成一致认识,尤其体现在部分政府把机场作为竞争领域的盈利性企业进行考核,而忽视机场创造的社会经济效益。同时,我国对机场的社会经济效益还处于概念性的认识阶段,对于机场社会经济效益的定量评价还未进行深入的研究。 基于上述问题,文章首先运用公共经济学的相关理论,对机场运输业的产业特性进行规范经济学分析,论证了应该将机场定位于公共基础设施这一观点;其次,文章在对机场及其相关产业经济活动进行梳理的基础上,对于机场的社会经济效益在科学分类的前提下进行了全面的分析;最后,综合考虑机场社会经济效益的各个方面和各种类型,文章构建了机场社会经济效益评价体系,并将该体系运用于深圳宝安国际机场进行实证研究。 文章总体上由两个方面分层次进行论述,两个方面分别是:1.产业定性研究。综合运用国民经济学、产业经济学等多门学科知识对机场的特征、定位、经济活动、所创造的社会经济效益进行分析;2.社会经济效益定量研究。通过对投入产出表进行定量研究,搭建定量分析框架,重新调整计算出43部门投入产出表流量表、直接消耗系数矩阵、完全消耗系数矩阵等。在搭建了分析框架的基础上对机场运输业的产业关联性和波及性进行评析,并计算机场运输业的完全经济效益及其他社会经济效益。 As important traffic infrastructure, airport plays strong pulling effect and promotion effect on the national economy. Because of the reason that civil aviation industry in China develops for not a long time and so on, people in China hasn"t got clear agreement to the opinion that airport should be treated as infrastructure. Especially some governments assess airport as common for-profit enterprise in the competitive market, neglecting the social economic benefit which is contributed by airport. Meanwhile, the cognition to the airport social economic benefit is still in the notional stage, and the reserch about quantitative analysis on the social economic benefit from airport is little. Based on such problems, the author firstly analyses the character of civil aviation industry with the theory of public economic and attests the opinion that airport should be treated as infrastructure. Secondly, the author analyzes the economic activity of civil aviation industry and its associated industries, and then classifies and analyzes the airport social economic impact across-the-board. Finally, synthetically considering the diversified types of airport social economic impact, the author establishes a new system of airport social impact assessment and applies the system to Shenzhen International Airport for empirical research. The paper is from two aspects to push forward treatise. Two aspects respectively are: 1. Research on character. Comprehensively applying the theory of national economics, industrial economics and so on, the author analyses the character, the correct orientation, the economic activities and the social economic impact of airport. 2. Carry on quantitative research to airport social economic impact. Putting up the research frame through calculating the input-output table of 43 departments, direct consumption coefficient matrix, complete consumption coefficient matrix and so on, the author studies the association between civil aviation industry and its associated industries and the repercussion effect of civil airport, then calculates the completed economic impact and the other social economic impacts.
