中国的经济体制改革已进行了20多年，中国的经济也已取得了巨大发展，居民的收入分配格局也发生了很大变化。但在成绩的背后，经济运行中存在的问题也不容忽视，不断扩大的收入分配差距就是其中之一。经验告诉我们，分配状况的改善可以保持经济增长、社会稳定，反之，收入分配状况的恶化则会影响社会的稳定和经济的持续发展。 我国学者对我国居民收入分配差距已进行了深入研究，对收入分配现状的评价、造成现状的原因以及对现状进行调整的对策建议等提出了各种不同看法。因而有必要对其进行梳理并加以发展。 本文共分为五部分： 第一部分，在介绍了收入分配、收入分配主客体、层次和收入分配差距相关概念后，对当前研究我国居民收入差距的主要观点进行了梳理和分析。 第二部分，首先介绍一个收入差距模型，根据模型分析了影响居民收入差距的因素，如：劳动要素、剩余/生计比、两部门存在等后。本文在此基础上，根据国家、区域、行业、个人收入差距之间的关系，对模型进行了拓展。 第三部分，城乡、地区、行业之间的收入差距是影响居民个人收入差距的主要因素，本文在分析了城乡、地区、行业间收入差距的现状后，还系统分析了城乡、地区、行业收入差距对造成总体居民收入差距的影响。 第四部分，从经济发展、经济体制、经济政策和社会保障制度的功能缺陷四个方面分析造成居民收入差距过大的原因。 第五部分，探讨了缩小居民收入分配差距的一些措施，即通过建立公平的竞争环境、建立完善的社会保障体制、建立合理纳税体系来缩小收入差距，最终达到共同富裕。
The reform of economic system has been carried out for twenty years in china. The economic of china has made great achievements. The people income distribution condition has changed greatly. Besides the achievements, there still exist some problems one of which is people"s income distribution gap. Experiences tell us, distribution condition improving can keep economics grows and society stabilization, on the contrary, distribution condition"s deteriorate affect society stabilization and economics grows.Chinese economists have research deeply to the people"s income distribution gap. They have different opinion on the income distribution condition and reason and policy measures. Because of such, It is necessary for us to analysis these theories.This article totals to five parts:Part one, Introduce the conception of income distribution and principal-, object layer of income distribution and income distribution gap, analysis the opinion about people"s income distribution gap.Part two, Introduce one model, it considers that effect factor is labor surplus bread and butter the different in industry and agriculture, then it set up the model. On the base, this article extends the model according to the relation of country-, region, rural-urban industry.Part three, the gap of region, rural-urban-, industry is the factor that affect individual income gap. This article analysis the condition of income and effect of distribution gap.Part four, analysis the reason from four aspects: economics grows economics system-. economics policy and the dysfunction of social security system.Part five, put forward some advice to reduce the income gap by set up completion circumstance of justice, establish perfect social security system and rate paying system, finally reach a wealthy society.
