巍巍绵延的哀牢山，奔流不息的红河水，养育着云南省世居总人口位居前三甲的少数民族之一的哈尼族。 哈尼族是一个古老、勤奋的世界性民族，居住在中国和东南亚的越南、缅甸、老挝、泰国等国家。 全面建设小康社会的号角，响彻了哀牢山脚、红河岸边的哈尼山寨。哈尼人不仅渴望摆脱贫困，奔向小康，而且，当地各级党委、政府和社会各界人士以极大的热情来共商这片热土的经济社会发展。哈尼族是云南省贫困人口较多、贫困面较广、贫困程度较深的少数民族之一。文章欲通过研究哈尼聚居区的贫困问题，寻求一些解决整个哈尼族地区贫困问题的理论方法，以助哈尼族人民早日实现摆脱贫困、富裕家乡的梦想。 文章采用实证研究的方法，运用经济学理论，结合哈尼族聚居区的实际，透过江城哈尼族彝族自治县、墨江哈尼族自治县和红河哈尼族彝族自治州的元阳县的现状，分析和归纳了哈尼族聚居区的贫困类型和贫困致因，提出了解决哈尼族地区贫困问题的若干对策和建议。 从研究的相关动态来看，研究哈尼族的历史、宗教、民俗、语言等方面的文章较多，但从经济学的角度系统研究哈尼族的经济发展的文章则较少。这篇文章能够运用主流经济学的理论，综合中国少数民族经济学、区域经济学、发展经济学的一些观点，系统地考察了哈尼族聚居区的经济社会发展现状，在此基础上分析了哈尼族聚居区的贫困类型；归纳了哈尼族聚居区的贫困致因；提出了解决贫困问题的对策，填补了从经济学的角度系统地研究哈尼族地区的贫困问题的缺陷。 研究成果以论文的形式为标志。全文围绕哈尼族聚居区的贫困问题系统地分析、归纳了贫困类型和贫困的致因，并就解决哈尼族地区的贫困问题提出了对策和建议。论文的价值主要体现在以下几个方面: 一是主题鲜明。把握住时代发展的脉搏，围绕当今中国乃至世界最为热点的主题—发展与反贫困，来研究哈尼族地区的贫困问题，文章具有很强的观实意义。 二是材料丰富。论文所使用的材料，不仅详实而且新颖。有的是文献材料，有的是作者身临基层实地调查的第一手材料;有的是当地政府提供的最新最前沿最可靠的材料，这些材料强有力地支持了文章立论的客观性和正确性。 三是观点前沿。文章对传统的定位贫困类型、贫困致因等有所突出。如对贫困类型的定性，提出了饥饿性贫困、资源性贫困、政策性贫困的观点;如对贫困致因的分析，特别强调了固有观念、遗风陋俗对经济发展不容忽视的影响和制约，从深层次的角度分析了这些观念和习俗对经济发展存在着的诸多不利因素。 四是实践性强。论文最后提出的解决哈尼族地区贫困问题的对策与建议。即正确定位县域经济的发展模式、改善农民的生产条件和生活环境、引导农民移风易俗和接受现代文明、构建可持续扶贫工作的制度和模式，具有很强的可操作性，而非泛泛的理论空谈。 总之，文章能够紧贴时代主题，运用所学的学科知识，结合哈尼族聚居区的现状，恰如其分地分析、归纳了贫困的类型和原因，提出了具有实践性较强的解决问题的对策和建议。
Lofty Ailao mountain and torrential Red River in Yunnan province nurture an ancient and hardworking ethnic group - Hani minority. Hani people reside in China and Southeast Asian countries such as Viet Nam, Laos and Thailand, etc.Hani minority is one or the poorest ethnic group in Yunnan province. With the reform policy of building a well-off society, the local government and people of all circles are deeply concerned about the economic and social development of this very land. Through studying the poverty problem of the region, this thesis aims at finding solutions to the poverty problem so as to help Hani people get rid of poverty and build a prosperous homeland.This thesis takes a demonstration research method together with economic theories in analyzing the types and causes of the poverty problem in this region, and puts forward some countermeasures and suggestions.There have been many articles about the history, religion, folk-custom and language of Hani minority, but few dealing with the economic development from a systematic point of view. This paper integrates major economic theories with Chinese minority economics,regional economics and developmental economics to investigate the actuality of the social and economic development in the area. On the basis of the investigation and research, the paper sums up the types and causes of the poverty problem, and offers some countermeasures.This thesis is the result of research. Its value lies in the following aspects:1. It has a distinct subject. The subject is about the hottest issue of the present world-poverty and anti-poverty. Therefore the thesis has great practical significance.2. It"s based on abundant materials. The data used in the paper are not only solid but also up to date, which include first-hand material obtained from the author"s on-the-spot observation as well as some reliable references. These data forcefully guarantee the objectivity and validity of the paper.3. The point of view is quite new. The paper advances several types poverty such as starvation poverty and resource poverty which are different from traditional classification.4. It"s of great practical significance. The thesis brings forward countermeasures and suggestions for solving the poverty problem. These include setting the local economic development pattern, improving farmers" producing and living condition, changing the old undesirable customs andsetting up standing poor-relief system. These suggestions are very practical.In all, this thesis clings to the theme of the new era, Making good use of his knowledge, the author objectively analyses and summaries the types and causes poverty problem and brings forward practical solutions.
