该论文是关于农业信息化进程中的问题及对策研究。农业信息化是带动农村工业化，推进农业产业化以及加速农村城镇化的重要契机，因而农业信息化的成败是事关农业现代化战略的成败，是实现农村全面小康社会目标的关键。然而，农业信息化在理论上还有很多规律性的东西需要探索，在实践中还存在着许多问题亟待解决。鉴于此，本文剖析了农业信息化对农业现代化的影响及其影响通道，归纳和总结了发达国家农业信息化经验教训，分析了我国农业信息化发展的现状、问题及其问题产生的原因，并在此基础上提出加快农业信息化发展的指导思想和重点领域，进而提出相应的对策措施和政策建议。 论文第二章界定了信息化、农业信息化等基本概念，论述了农业信息化与新经济增长理论、结构主义经济增长理论的关系，并得出农业信息化是促进农业现代化的内生变量，为后续研究奠定了理论基础。然后在第三章从农业生产力、农业生产关系、农业上层建筑三个层面论述了农业信息化对农业现代化的影响及其影响通道。通道之一：农业信息化通过促使土地、资本、劳动力等紧密结合，通过协调生产、销售、消费等环节，通过优化农业产业结构等推进农业产业化，促进农业现代化；通道之二：农业信息化通过对工业结构的调整与升级效应、通过对乡镇企业发展的管理创新效应以及通过提高劳动力素质等带动农村工业化，促进农业现代化；通道之三：农业信息化通过改变农村居民行为、通过整合城镇功能等加快农村城镇化，促进农业现代化。 第四章是发达国家农业信息化发展的共同特征与借鉴。通过发达国家农业信息化发展的规范分析，归纳出发达国家农业信息化的发展具有农业信息技术的集成化、农业应用软件专业化、网络化、多媒体化、全程化及普及化等特征及趋势；并且总结了发达国家农业信息化取得显著成效的启发性经验为：强化政府宏观调控；高度重视农业数据库建设；选择适合国情的信息化模式；加强农业信息基础建设；科研、教育和推广三者相结合等等。 第五章对我国农业信息化发展现状、问题作了分析和探讨。虽然我国农业信息化发展取得了如统一网络平台基本形成等成绩，但研究结果表明还存在着农业信息利用能力不高；农业信息网络效应低；农业信息使用成本居高不下；农业信息服务质量差等诸多亟待解决的问题。在此基础上，指出了农业信息化意识淡薄，农业管理体制不合理，农业信息化基础设施滞后，人力资本严重缺乏等为上述问题产生的原因。 第六章是农业信息化发展的基本要求和重点领域的研究。在总结了发达国家农业信息化发展经验教训，并结合我国农业信息化进程中存在问题的基础上，明确了 西为灰上大学Zop石项士矽芜生严业论丈我国农业信息化发展的指导思想和发展目标，进而指出，要加快农业信息化发展必须考虑经济全球化、遵循农业信息化规律、符合国民经济信息化、体现新经济增长点特征等四个基本要求。在此基础上，指明了农业信息化发展的五大重点领域：①积极开展农业信息化理论研究；②结合开发利用农业信息资源；＠加快农业信息基础设施建设；④推进农业信息产业化进程；⑤促进农业信息服务业的发展等。 第七章是农业信息化发展的对策研究。本文认为提高全民信息化意识为推动农业信息化发展的前提条件；加快农业信息化基础设施重点在于强化政府宏观调控职能、构建统一信息基础网络等；农业信息资源开发利用关键在于综合开发农业信息资源、开展国际农业信息资源交流与合作等；农业信息服务业发展的对策应是提高信息服务意识、加强管理与提供法律保障等：而推进农业信息产业化则要从加大科研投资力度、发展教育事业、培养专业人才等方面考虑。 最后，得出结论，并就加快农业信息化发展，提出了提高全民农业信息化认识、加强农业信息化理论的研究和信息人才培养、强化政府宏观调控职能、促进农业信息技术及其产业化发展与应用电子政务推动政府职能转变等政策建议。
This essay is a research on countermeasures against Agricultural Information problems. Agricultural information is an important opportunity for rural industrialization and urbanization. Whether agricultural information is succeeds or not, decides whether agricultural modernization strategy and across rural Xiaokang can be achieved or not. However, much unknown still needs to explore in research and practice of agricultural information. This essay analyzes the agricultural information"s influence on agricultural modernization and its influence channels; then summarizes the situation, problems and reasons for China"s agricultural information; and then, based on previous analyze, brings forth the guidance thought and key fields for agricultural information; last, tables a proposal for agricultural information.Chapter 2 defines the concept of information and agricultural information, and discusses the relationship between agricultural information theory and new economic development theory and structuralism economic development theory, then reaches the result of that information is an inside variable for rural economic development and rural economic structure optimization. This chapter lays a foundation for latter research. Chapter 3 discusses agricultural information"s three influence channels on agricultural modernization through three layers: agricultural productivity layer, agricultural productive relationship, and agricultural superstructure. Channel 1: push rural industrialization through connecting soil, capital and labors; harmonizing production, sales, and consumption; optimizing economic structure. Channel 2: boost rural industrialization through adjusting and upgrading industry structure, innovating rural companies management, and enhancing labor"s talent. Channel 3: advance rural urbanization through altering rural residents" behaviors and synchronizing urban functions.Chapter 4 developed countries" agriculture information of character and reference. Passing developed country agriculture information of criterion analysis, concluding developed countries" agricultural information experiences and lessons: 1.Strengthen macro-management; 2.altitude attach high importance to database building; 3.choose fit information mode; 4.strengthen basic building; 5. Integrate scientific research, education and popularize.Chapter 5 analyzes the station and problems of China"s agricultural information. Although our country has reached some achievements such as unified network flat, the research indicates that therestill exist many problems, including low labor talents, weak information application ability, small farming scale, inadequate information demand, high using cost, and lacked service. Based on above analyze, the essay figures out the reasons of above problems: weak agricultural information consciousness, unreasonable agricultural administration system, lacked information establishment and short of high talent human resources.Chapter 6 analyzes Basic demand and key fields of agricultural information. Concluding developed countries" agricultural information experiences and lessons, and according to China"s agricultural information demand, clarified the guidance thought and development objective for China"s agricultural information. Then the essay denotes that in order to accelerate the development, it should take into account the economic globalization, obey agricultural information rules, consistent with national economic information, and represent new economy development. Based on that, the essay put forward 5 key fields: 1.improve the research on agricultural information; 2.integrate the agricultural information resources; 3. Accelerate building rural information establishment; 4.press rural information industrialization; S.cultivate rural information service industry.Chapter 7 puts forward countermeasures to agricultural information.
