技术进步是现代经济增长的重要源泉。本文研究了企业技术进步中政府作用的经济学基本理论，通过建立统计模型，分析了政府推动国有大中型企业技术进步的情况和存在的主要问题，提出加强政府促进企业技术进步的政策建议。 全文共分为三部分：首先概述了本文的研究背景及政府促进企业技术进步及技术创新的意义，阐述了技术进步、技术创新、技术改造等相关范畴及其相互关系。在此基础上，分析了政府促进企业技术进步的经济学意义并以国有大中型企业作为实证研究对象，通过政府更新改造投资指数、国有大中型企业的技术水平指数及其经济效益等指标建立统计模型，对政府促进企业技术进步、技术创新及改造进行了综合研究，并得出结论：国有企业的技术水平虽不断增强，但仍然需要政府的大力扶持。最后，分析了当前政府在促进企业技术进步过程中存在的主要问题，提出加强政府推动企业技术进步的建议。
Technological proress is an important source of modern economic growth. Having studied the basic economics theory of the government"s role in technological advance of enterprises, this paper analyses the current situation and the major problems existing in of the government"s promotion of technological advance of the state-owned large and medium-sized enterprises by Setting up statistics models, and raises some policy suggestions in strengthening the government"s promotion of technological advance of the state-owned enterprises.This paper includes three parts: first, it summarizes the research background of this paper and the significance of the government"s promotion of technological advance and innovation of the enterprises; explains the concepts of technological advance, technological innovation, technological transformation, and their relationship. Then it analyses the economical significance of the government"s promotion of technological advance of enterprises, taking the state-owned large and medium-sized enterprises as the objects of empirical research and by setting up statistics models using the index of the technological level of state-owned large and medium-sized enterprises and its economic benefits makes a synthetic studies of the government"s promotion of technological advance, innovation and transformation of enterprises, and concludes that the technological level of state-owned enterprises still requires energetic support from the government, although improved increasingly. Finally, it analyses the major problems existing in the government"s promotion of technological advance, raises some policy suggestions in the government"s pushing of technological advance of enterprises.
