资源产业的特殊性使得产业转型成为资源型城市在发展到一定阶段后的必经之路。资源型城市的产业转型在国外已多有研究，在我国，由于自然资源禀赋的特征及建国初期的特定历史背景，资源型城市分布面积之广、所面临的衰退趋势之严峻更是引起了政府和相关专家学者的高度重视。 资源型城市经济转型的成功与否不仅直接关系到整个国民经济的运行，而且还是个社会问题，关系着我国社会的安定团结。因此，研究资源型城市产业转型、提出富有建设性的战略，就具有非常重大的意义。 本文首先就资源型城市和资源型产业的界定作了讨论，详细介绍了我国资源型城市的地区分布和类型分布情况。然后对我国资源型城市的经济特点和产业结构特征进行分析，进而对其在实行产业转型战略中的各方面利弊因素进行了详细探讨，借鉴国外资源型城市转型的成功经验(以德国鲁尔地区的成功经验为例说明)，提出我国资源型城市产业转型的指导思想和基本策略，同时引用数学模型对主导产业的选择问题作了定量研究。 文章最后，以我国资源型城市中最为典型的煤炭城市阜新为例，除简单介绍其基本概况外，还对其在转型过程中曾经的经验教训做了总结，并分析了其目前在转型中所拥有的优势条件，然后提出了一些阜新产业转型的可行性建议。最后运用前面所述引用的定量分析方法确定了阜新市今后应着重发展的主导产业。
Special feature of resources industrial makes it necessary for industrial transition when resources city developed to a certain period, industrial transition have had a lot of research abroad. In china, for natural resource"s natural endowment and the special history background at The beginning of The Republic of China, resources city"s wide distribution and the severity of exhaustion tendency are so that they have caused the government and related specialist"s highly attention.Succeed or not to resources city"s industrial transition not only related healthy development of national economy, but also a social problem. It related our country"s stability and unity. Therefore, research resources city"s industrial transition and set forth feasibility propose possess very important value.At first, in this article, I make a discussion to the definition of resources city and resources industrial, and introduce Chinese resources city"s distribution of area and type in details. Then, I also analysed Chinese resources city"s economic characteristic and industrial structure. Further more ,I discussed the advantages and disadvantages factors in Chinese industrial transition, drew on foreign experiences of resources city"s industrial transition (take example of Luer), set forth guiding ideology and basic strategy for Chinese resources city"s industrial transition. At thesame time, I quoted maths model to analyse main industrial" choice problem.At last, I take example of Fuxin which is the most typical coal resources city in China, summarized the transition experience and lesson in the past. Then, I analyse the advantages in Fuxin at present, and set forth the suggest for Fuxin. In the end , using the maths model , I determined the main industrial which Fuxin should put emphasis on.
