随着我国社会结构的变迁,以及城市经济体制改革的不断深化,国有企业进行了全面的改组和调整,失业率开始上升,在社会保障制度没有及时跟上的条件下不少下岗职工、失业人员陷入贫困境地。同时,一些退休较早、仅依赖退休金生活的老年人,因得不到基本的生活保障也陷于贫困线以下。这些是我国现阶段城市贫困出现的新情况,表明我国城市中出现了新的贫困人口。城市新贫困是在社会和经济转型期出现的一种特殊现象;城市新贫困人口是全国贫困人口的一部分,具有其自身的特点。解决城市新贫困人口贫困问题,最重要的措施之一就是建立和完善其社会保障制度。 该文共分为五章。第一章,导论。主要阐述了选题背景,研究的现状,研究的创新与不足之处。第二章,本文的理论依据。主要对相关概念进行了界定,并阐释了制度变迁理论,制度变迁的过程包括制度均衡和制度非均衡。重点阐述了城市贫困人口社会保障制度的历史变迁过程,这一过程是制度从均衡到非均衡变迁过程。分析了在城市贫困人口社会保障制度变迁过程中政府和城市贫困人口的行为和作用。第三章,城市新贫困人口产生的原因及其社会保障现状。主要分析了中国城市新贫困人口的现状、基本特征和产生原因;重点分析了中国城市新贫困人口社会保障制度的现状、城市新贫困人口社会保障制度存在的问题及其制度根源。第四章,国外城市新贫困人口社会保障制度的经验及启示。主要分析了美国、英国和印度城市新贫困人口产生的背景及其社会保障制度的现状,分析了国外城市新贫困人口制度变迁的特点,得到一些启示。第五章,建立和完善我国城市新贫困人口社会保障制度的对策。本章在前面各章分析的基础上提出了完善和解决中国城市新贫困人口社会保障制度的措施。包括完善城市新贫困人口的社会保险制度、社会救助制度、加快社会保障立法步伐、建立社会保障与就业问题缓解的衔接机制。
With the changing of social structure and the reform of economic system in China,the traditional employment systems are changed. The economic restructuring has caused large quantities of urban worker"s unemployment. Lots of lay-off workers and unemployment workers appear, and they get in trouble in poverty.Many old people who retired early and depended on retirement pension are getting in poor problems. These are new situations of urban poverty. It shows that urban neo-poverty population exit in city in China. In such situation , the social security system is still imperfect. The effective measures to deal with the urban new poverty problems is setting up the social security system for the urban neo-poverty population. An apparent characteristic of the poverty problem in the city of China is that great mounts of new groups are emerging with new characteristic correspondent to the time. This article altogether divides into five chapters. The first chapter mainly elaborates the background of the selected topic, present situation of existed research and innovation and deficiency of this article . The second chapter mainly explains several concepts , basic method and theory of research. Most importantly, the chapter elaborates the institutional vicissitude theory and utilizes it to analyses the history of the social security system of urban poverty population. The movement of institutional vicissitude includes institutional equilibrium and disequilibrium. Historical vicissitude of social security system of urban poverty population can be regarded as institutional vicissitude from equilibrium to disequilibrium. And the article also analyzes the action of government and the urban poverty population in institutional vicissitude. The third chapter mainly elaborates the basic characteristic and reasons of forming of urban neo-poverty population in China. And also analyses the problems that exist in social security system of urban neo-poverty population in our country. The chapter then elaborates the reasons why those problems bring up. The fourth chapter mainly elaborates the experiences of social security system of urban neo-poverty population in foreign countries. The article get several ideas through analyzing the developed and the developing county’s social security system of urban neo-poverty population. The fifth chapter mainly elaborates the solutions to setting up and improving the social security system of urban neo-poverty population in China. It concludes improving the social insurance of urban neo-poverty population, improving the social assisting security system and setting up the laws about social security. And set up the systems between the social security and employment.
