国际经济全球一体化趋势的进一步加强和国际金融危机的频繁爆发使汇率制度选择问题重新成为国际金融界争论的焦点，同时也是摆在世界各国面前的一个迫切需要解决的问题。理论上，固定汇率制度和浮动汇率制度及介于二者之间的中间汇率安排各有优势与劣势，单纯就汇率制度本身而论无法进行汇率制度的选择。有关汇率制度选择的理论如经济论、依附论等无法明确解释当今国际金融领域的汇率现象，该理论应根据变化了的国际经济现实加以变更与丰富。要根据不同国家，不同时期的具体经济情况，重点结合防范金融危机产生的制度性(汇率制度)因素来选择汇率制度，强调汇率制度的国际协调与外汇政策有机配合的重要性。在总结各经济学派对汇率制度构建的主张与设想的基础之上，提出作者认为较为可行的国际汇率制度框架并对其发展前景进行展望。对于中国来说，现行的盯住美元汇率制度存在诸多弊端，面临金融开放的挑战，固定汇率制度已不能适应经济现状，而实行浮动汇率制度又受到客观因素的制约。正确的选择是改变目前僵化的固定汇率制度，实行有管理的浮动汇率安排。中国的汇率制度选择迫在眉睫。
The developing trend of international economic integration and so much financial crisis make the choice of exchange rate regime become a serious problem all countries are facing. On theory , fixed exchange rate regime , floating exchange rate regime and the arrangements between them are all have their own advantages and disadvantages ,so we could not select the better . Theories about choice of exchange rate regime such as theory of economic and dependent analysis could not clearly explain current phenomena , which should be changed and enhanced according to changed economic environment. All the countries should select exchange rate regimes that are fit for themselves and pay much attention to the prevention of financial crisis as well as policy cooperation. The author tries to elaborate her vision to the building of international exchange rate regime and to give a prospect. To China, the traditional US dollar-pegged exchange rate regime is problematic both in present situation and in the milieu of financial market"s further opening-up . The optimal choice is the managed floating exchange rate regime.
