腐败被称为是政治肌体上的恶性肿瘤。腐败现象与人类社会的进步背道而驰，是一种跨越不同历史时期和地域的反文明现象。对腐败问题的研究涉及到政治学、政策学、经济学、社会学、管理学、法学等多个学科，需要运用各个学科交叉融合的分析工具和研究成果来进行研究。 中国正处于社会转型期，转型期中国的腐败现象十分严重，腐败所造成的经济损失也是非常巨大的。反腐败关系着党和国家的生死存亡。 腐败是一种社会现象，自古有之。可是，中国社会的历朝历代却没有找出解决腐败问题的根本对策，莫不因腐败而亡。 本文主要运用制度分析的方法对转型期中国腐败问题进行了研究，认为当前中国政治腐败的病根是中国特有的共产党“一把手”体制腐败。因此，治理转型期中国的“一把手”体制腐败问题，应打破传统的反腐倡廉的观念，解放思想，深化政治体制改革，在我国进行政治体制(制度)创新和建设。由于在中国转型期，产生政治腐败最重要的根源是权力高度集中和权力失去监督与制约的政治体制，因此，治理腐败的根本途径只能是反其道而行之，建设民主的政治体制。树立反腐建廉新观念，建设党内外有序民主体制，是克服中国特有的共产党的“一把手”体制腐败的治本之道和必然选择。 在中国这个封建社会影响长达几千年的国度里，如何尽快实现有序民主反腐建廉的新战略，形成一种人人反腐、制度反腐、人人怕腐的新格局，是我国当前和以后时期治理腐败的一项重要工作。
Corruption is known as a malignant tumor in politics body. Running in the opposite direction to the development of human being, corruption phenomenon is anti-cultivated that covers historical periods and places as well. It involves the science of politics, policy, economics, sociology, management and laws to study the problem of corruption by applying the multi-subject analyzing tools and research findings.Corruption is rather serious in nowadays China~the transforming period-that it has caused very great damage to our economy. So anti-corruption is a critical issue that concerns our party and nation.Corruption is a social phenomenon that has a long history behind it. As a matter of fact, every dynasty was destructed by this phenomenon to which the ruling class could not found the basic and effective solution.This paper is try to make use of the method of system analyzing to study the Chinese corruption in this transforming period, holding the view that the root of the problem is corruption of the Chinese typical Communist Party"s "chief decides" system. Therefore, we should break the traditional idea of resisting corruption, liberate our thinking, deepen our political system reform and carry out the innovation and construction of the system. As we know, the greatest cause of political corruption is the Chinese political system of high-degreed centralization and the loss of supervision to power. So the most effective way to deal with it is to do exactly opposite, that is to construct democratic political system. Setting up a new idea of anti-corruption and promoting honesty, building an ordered democracy is the essential solution and the necessary choice to overcome the political corruption of Chinese typical Communist Party"s "chief decides" system.Therefore, how to realize the ordered democratic new strategy and construct a new pattern of anti-corruption in China-the nation that is greatly affected by feudalism for such a long time-is a very important work to do in our current and future time dealing with corruption.
