近几年来，我国经济受到世界经济的影响，出口贸易形势不容乐观。出口额的下降引起投资不足、消费减少等一系列问题。综合分析构成总需求的诸要素，出口需求受国际环境的影响短期内不可能复苏，居民消费短期内很难启动，国企投资后劲不足，而财政投资弥补内需不足又不是长久之计。与此同时，我国民间投资的发展却具有强劲的发展潜力，如果运用适当的政策加以引导，则它的发展就能增加就业，进而形成民间投资增加—就业增加—消费增加—民间投资增加—就业增加—消费增加的良性循环，从而在一定程度上解决我国通货紧缩、经济增长缓慢的局面。因此如何发展我国民间投资从而扩大内需、提高就业水平、促进经济增长的问题就被提到日程上来。本文首先对民间投资的定义和特点进行了介绍，说明民间投资具有与市场联系更加紧密的特点，发展民间投资会促进我国市场经济的完善和发展，但与此同时，民间投资自身的底子薄、抗风险能力差等情况又使得国家有必要采取相应的政策予以扶持。然后本文回顾了我国民间投资的发展历程，指出我国民间投资存在着诸如波动频繁、地区分布不平衡、产业结构不合理以及主要依靠自身积累的问题，同时也指出这些年民间投资对我国经济发展所做出的贡献，并利用线性回归模型对民间投资与国有投资对经济增长的贡献进行了对比分析，得出结论表明民间投资对经济的发展具有更大的促进作用。本文的最后部分针对民间投资中存在的问题进行了因素分析，指出阻碍我国民间投资发展的因素有市场因素和投资管制方面的因素，其中着重分析了投资管制对民间投资发展形成的障碍，指出投资管制障碍的存在阻碍了民间投资自由地参与市场竞争，这不仅影响了民间投资者最优投资规模的确定，而且影响了我国整体经济产出的提高。在以上分析的基础上，文章的最后部分针对民间投资中存在的问题和遇到的障碍，从促进市场繁荣、扩大民间投资空间、实施积极的财政政策和金融政策、优化民间投资产业结构和区域结构以及改善民间投资环境等几方面提出了相应的建议。
In the recent years, the economy in China has been affected by the world economy. Its export decreased and this reduced the GDP by a larger degree through the multiplying effect. Although the government has increased its expense on internal goods in order to expand the demand and then restore the prosperity, the result is not too satisfying. At this critical moment, the private investment is put forward to undertake the task to develop the economy in China. At first, this thesis retrospects the development of the private investment in the last years and demonstrates its contribution to the economy and points out that the contribution of the private investment to the economy is greater than that of the national investment. In spite of this, there are several problems that exist in the private investment. To solve the problem, the thesis goes into the analysis of the elements that hinder the individual investment, such as market situation, tax barrier, financial barrier and the limit to the entrance to some industries especially pointing out that the unreasonable policies prevent the private investment from freely competing in the market economy. They reduce the whole welfare of the society. At last, this thesis gives several suggestions about how to remove the barriers and solve the problems in order to develop the private investment in China to improve the economical situation.
