亚洲金融危机给东南亚实行固定汇率制度的国家造成了强烈的冲击，并对我国的固定汇率制度也形成了一定的危机，如何有效的避免诸如对冲基金的冲击，以及如何有效地防范国际游资的投机等问题，对我国的汇率制度提出了挑战，尤其是在我国加入世贸融入世界经济的大潮之时。 本文遵循着这一思想，从汇率制度的历史发展入手，后逐一分析浮动汇率制度的优缺点以及固定汇率制度的优缺点，从而得出影响一国汇率制度选择的主要考虑因素。结合我国的现实情况-金融渐进开放这一前提下，我国是否可以采取固定汇率制度抑或是浮动汇率制度。从我国汇率制度的历史发展过程来看，其汇率制度也是随着特定的发展阶段而不断发展完善的，所以面对新的情况，我国的汇率制度也有重新选择的考虑，只有这样才能适应世界经济发展的趋势。
Asian financial crisis has brought severe impact on the south-eastern countries which take on fixed exchange rate system, and has a serious impact to our country which takes on fixed exchange rate system. How to escape from the impact of these factors such as international capital flow and spectacular fund, is becoming a challenge to our fixed exchange rate system, especially after entering into the members of WTO to our country we must face with the global economy.This article follows this ideology, firstly it analyses the development of exchange rate system, then it further analyses the merits and demerits of floating and fixed exchange rate system. In consequence we conclude thedecisive factors of one country s exchange rate system. On the basis of our country s reality-gradually open to the outside, whether we can take on fixed exchange rate system or floating exchange rate system. From the development of our country s exchange rate system, it is shown that the exchange rate system of our country is marched with the specifical period, so in such a newcircumstance ,we have to make a choice to take consideration of that, only if can we match the global economy.
