如何搞活国有资产并使其保值增值,一直是理论界、实业界争论的焦点,东营区是山东省东营市的中心城区,2002年以来,东营区委、区政府坚持解放思想、与时俱进、开拓创新,从实际出发,积极构筑“三层组织架构、高效集中管理、市场化手段运营”的国有资产管理运营新体制,打造了国资改革“东营模式”金字品牌,取得了巨大的成功。 本文在对东营区国有资产运营模式进行分析研究的基础上,总结出其中存在的主要问题,针对如何建立一条高效的国有资产运营途经进行了研究,从而进一步优化东营区国有资产运营模式,进而更有效地运营东营区国有资产,给其他地区提供经验以借鉴。 本文主要分为六个部分。第一部分是前言,主要介绍了本文的研究背景及选题的内容及重要意义。第二部分对国有资产的运营理论进行了分析。第三部分对东营区国有资产运营模式进行了分析研究,总结出其存在的问题。第四部分进一步改进东营区国有资产运营模式,提出国有资产要有进有退,深化国企改革,完善公司法人治理结构,进一步改进国有资产运营模式,提高国有资产总体竞争力,使东营区国有资产在市场竞争中始终保持一定的优势和强势。第五部分提出建立科学的东营区国有资产运营绩效评价体系,关键是建立科学的考核指标。第六部分是本文的总结。
At all times , how to made the state-owned assets flourish and how to keep even increase its value is the bone of contention in theoretic and industry bound. Dongying section is the center city zone in Dongying city of Shandong province, from the year2002,the Dongying zone committee and government persist in liberating thinking ,getting along with times, exploiting innovation and starting from the fact. Based on the unremitting efforts, they construct a new system of the operation in state-owned assets, the new system involves three stratums organizing frame, impactful centralized management and marketing instrument operation. They have procured tremendous success. The text mostly analyses the Dongying new system. according to the analysing results, it finds out existent problems. It also researches how to operate the state-owned assets more effectively. the most important is making the new system more perfect. The purpose of this text is providing an example for the others. This text consists of six chapters together: Preface of chapter one, has introduced selected title meaning, background and content of research; The second chapter about the state-owned assets operation theory, has explained the concept, classification, international theoretical research mode of the state-owned assets operation; The third chapter about the Dongying section situation to state-owned assets operation and home analysis in fact, summarizes existent problems; The fourth chapter is optimizing the state-owned assets operation of Dongying section. It points out state-owned assets should move forward also move back, deepening innovation of state-owned enterprises, perfecting the frame of company corporation. Collectivity competition of state-owned assets should been enhanced and none but that they can face with the rapid development ; The fifth chapter points out that the establishment of scientific checking system of state-owned assets operation; The chapter six is the conclusion of this text.
