社区是聚居在一定地域范围内的人们所组成的社会生活共同体。城市的改革与发展，社会格局的变化，对传统的城市社区管理体制改革提出了严峻挑战。研究和推进城市社区建设，是城市居民的迫切要求，有利于推动城市社会经济发展；有利于推动政治的民主化进程和政治体制的改革；有利于繁荣基层文化生活，加强社会主义精神文明建设；有利于提高经济国际竞争力。本文分为五部分。第一部分在介绍了国内、外城市社区建设与管理相关研究与发展现状的基础上，进行城市社区建设与管理相关研究与发展现状的国际比较。第二部分分析了当前我国城市社区建设与管理的发展与存在的问题；思想观念陈旧，认识未到位；社区类型单一；社区组织职能错位；管理服务的运行机制还不健全；管理体制尚未理顺；经费投入不足；人员素质亟待提高；对社区管理权力缺乏监督和制约。第三部分针对城市社区建设与管理评价指标体系提出了初步构想，社区建设与管理评价指标体系分为六个大的模块：城市社区组织建设与人才指标；城市社区服务指标；城市社区文化体育发展指标；城市社区卫生和环境指标；城市社区治安状况指标；城市社区人气意愿指标等。为城市社区建设与管理提供了评价依据和努力的方向。第四部分在明确了城市社区建设的指导思想、基本原则和主要目标后，分析了城市社区管理的变化趋势：社区经济结构由纵向转向横向发展；社区发展模式向多样化发展；社区建设的内容向系统性发展；社区经济发展向市场化运作发展；城市社区建设行为主体向多元化发展；社区管理行为向更多的民主性和互动性发展。本文最后一部分，为城市社区建设与管理提出了相关对策。(1)加强社区建设的理论建设，树立大社区意识；(2)改革和完善城市社区管理体制，整合社会各种力量；(3)建立完善的社区服务体系，加快以社区服务为龙头的各项事业的发展；(4)完善社区财力机制，增强社区建设的财力和物质支援能力；(5)观念更新与培养新型社区干部同步，逐步建立社区工作者队伍。希望此项研究能够对城市社区建设与发展具有一定的理论价值和实践指导意义。
Community is a social group of people who inhabit a special region. With the reform and rapid development of the city, and the change of social structure, it brings forward the reform of the traditional social community management system. It is a pressing requirement for us to study and improve the construction of the urban community. It will be benefit for the development of the city economy, for the promotion of political democratization and the reform of political system, for the prosperity of culture, for the progress of social spiritual civilization and for the enhancing of economic international competitive advantage. There are five parts in the thesis. In the first part, it looks back on the relative studies of internal and external community construction and management and the present status. And then an international compare is held between internal and external community construction and management. In the second part, the development and the exiting problem of the urban community construction and management are analyzed. They are including antiquated concept, less community style, the fault function of community organization, incomplete opearation mechanizm of management and service, disordered management system, the less capital investment, the unimproved personnel diathesis and the scarcity of intendance and restriction of community management power. In the third part, it gives a preliminary concept of the evaluation index system of the urban community construction and management in advance. That indicates the development strategies and the future trends of the urban community construction and management. The preliminary evaluation index system of the urban community construction and management is made up of six factors. They are the organization construction and human resource index of the urban community, the services index of the urban community, the culture and sport development index of the urban community, the sanitation and environment index of the urban community, the public security index of the urban community, and the humanaspiration index of the urban community. In the fourth part, on the base of indicating the guiding thought, the basic principle and the main aims, the thesis analyses the tendency of the urban community construction and management. The community economy structure changes from vertical orientation into horizontal orientation. The community development style turns into diversification. The community construction contents is more systematic. The community economy turns into market operating. The operating subjects of the urban community construction and management become diversified. The community management is more democratic and interactive. In the last part, the thesis puts forward the appropriate countermeasures, which are illustrated as following. (1) Strengthen the theory building of community construction, and set up great community concept. (2) Reform and consummate the management system of the urban community, and make the best allocation of the social force. (3) Create a perfect community services system, and improve the development of community enterprise including community services. (4) Establish a perfect community finance mechanism, and enhance the financial power and material power to support the community construction. (5) Work up a community staff troop with the concept renewal and the training of the community staff of new style. It is expected that the study will possess a definite value of theory and a guiding significance to the urban community construction and management.
