本文以历史唯物主义为指导思想，把“国民党解除党禁”这一事件，置于台湾政治转型的大环境中去考察，同时运用政治学相关的理论，采用史论结合的方法，阐释“解禁”事件的深层原因和因“解禁”带给台湾社会各个层面的影响，以及由此带动的两岸关系的互动，从而揭示了台湾政治转型的必然性及其历史进步性。本文从以下三个方面进行考察。 第一部分：考察了退台后的国民党政权在“解禁”、“解严”之前所面临的威权体制的危机。伴随着国民党威权体制合理性的流失，其来自体制内的危机和体制外的压力不断增大，旧的政治体制进入了老化期，为了求变图存，国民党被迫解除了几十年的党禁政策，取消了戒严令，开始了由专制向民主的过渡。 第二部分：考察了国民党解禁政策及党务革新政策的实施。虽然这些政策都是迫于压力不得已而为之，但它却成为国民党为自救而对自身体制进行的一次大幅度调整，也使国民党进入了一个新的发展时期。 第三部分：考察了“解禁”之后台湾的政治转型。从国民党自身性质的变化、台湾政党政治的起步、台湾地方自治法制化趋势、台湾宪政改革的进行、海峡两岸关系的变化以及“台独”意识在岛内的泛起等方面揭示了台湾社会由专制向民主的转型。 “解禁”开启了台湾政治转型之门，促使了两岸关系的互动，也是台湾政治现代化的关键一步。
With the guiding ideology of historical materialism, the event that Kuomintang lifting the party prohibition was a key event for Taiwan politics switch to new terms. This article showed the deep reason of the event and the influence to all levels of Taiwan society. Meanwhile, the interaction between both sides of the straits was prompted and the inevitability and historical progress of the Taiwan politics switch to new terms were unveiled. The article gives the ideas from three aspects as following.Part I. The Kuomintang that lay down the scepter was faced with the crisis of the system during the lifting party prohibition. With the rationality of the Kuomintang"s system disappeared, both crisis from inside the system and pressure from outside increased continuously, and the old politics system entered the aging period. For the sake of change and existence, Kuomintang had to lift the party prohibition policy that existed for dozens of years, cancel the prohibition command, and began the transition from autarchy to democracy.Part II. Kuomintang"s lifting prohibition policy and reformation of party affair had to be implemented. Though they were implemented under the pressure, these policies were big scale adjustability for Kuomintang"s own system, which led it to enter a new development period.Part III. This is about Taiwan"s politics transition after lifting the prohibition. It will show us that Taiwan society transition from autarchy to democracy in many aspects, such as, the change of Kuomintang"s own property, the progress of Taiwan party politics, the trend of Taiwan local autonomy in legal system, the reformation of Taiwan constitution and politics, the relationship between the sides of straits and the appearance of Taiwan"s independence in Taiwan island etc..Hence, it is the lifting prohibition that opens the transition door for Taiwan politics, and urges the interaction between the sides of straits. It is asignificant step for Taiwan politics modernization.
