文化艺术是国家综合国力的重要标志之一。任何一个国家和民族都有自己的文化艺术，有保护和发展本民族文化，进行文化交流的策略，有各自的管理体制和法律保护。 文艺管理体制是承载国家文化发展功能的重要组成部分。中国原有的文艺管理体制，是在借鉴苏联“中央集权型”模式，结合中国实际的基础上形成的。这种具有高度集中特征的体制，在建国初期和社会主义制度建立过程中起过积极的作用。但是进入新时期以来，特别是在面对中国加入WTO，逐步建立社会主义市场经济体制的新形势下，原有文艺管理体制存在的管理权力过于集中，所有制和经营方式过于单一、分配不公、法制不健全、效率低下等弊端日益显露出来，越来越不适应现代化建设的要求。文艺管理体制即待改革，文艺法制建设即待加强。从全球经济一体化角度看，在人类进入21世纪，各民族文化的碰撞、交流日益广泛深入的国际背景下，中国要建设先进文化，必须要构建先进的文化管理体制。 文艺管理在学术界是一个新的课题，特别是在中国加入WTO，文艺管理体制即待改革，文艺法制建设进程加快之际，更具有现实意义，具有鲜明的实践性和理论性价值。本研究旨在将新时期中国文艺管理作为研究对象，力图运用比较方法，对国内外文艺管理的组织、结构模式、文艺法制、管理功能与特征的探讨，对中国“党、政、群三位一体”的文艺管理模式、艺术表演团体管理体制、画院制度，以及文艺检查制度、文艺法制等一系列问题的理论研究，提出构建新世纪中国文艺管理体制的思考和对策。 本课题是一个跨学科的研究项目，涉及文艺学、马列文论、政策学、社会学、文化经济学、管理学、法学等学科领域，运用到诸学科的方法。这对于丰富发展文艺美学、文艺政治学、文艺社会学和文艺经济学、文艺政策学、文化管理学，都将有自己的贡献。
Culture & Arts is one of the important symbols of a country"s national competitiveness. Every country and nationality has its own culture & arts. In order to protect its own national culture & arts and communicate with other countries, every nation has its own management system and legal protection.Culture & Arts management system is an important part of carrier for the culture developing function of a country. The original culture management system of China is based on the mode of centralization of authority characterized by Soviet Union, and developed with China"s actual circumstances. This highly centralized system had been playing an active role in the early stage of PRC"s foundation and the construction of socialism. However, in the new age, especially faced with China"s entry into WTO and building of market-oriented economy, the original culture management system demonstrated many problems such as centralization of power, simplification of ownership and operation mode, unfairness of distribution, incompleteness of jurisdiction and low efficiency. It cannot catch up with modernization construction. It calls for the reform of culture & arts management system and reinforcement of culture & arts jurisdiction. From the view of global economic integration, human being entry into a century, communication of each national culture, China has to build an advanced culture & arts management system in order to construct an advanced culture.Culture & Arts is a topic in knowledge society, especially under the situation of China"s entry into WTO and is of great practical and theoretical significance when China is ready to reform its culture & arts management system and speed up the construction of culture & arts jurisdiction. The study takes China"s culture & arts as research subject, uses comparison method, studies the organization, structure, culture & arts jurisdiction, management function and characteristics, makes a comprehensive theoretical study on China"s culture & arts management mode, management system of arts performance group, paintings institute, as well as culture & arts inspection system, culture & arts jurisdiction. Finally, the paper proposed some thinking and measure on the construction of China"s culture & arts management system in the new age. The study is a cross subject research project including culture & arts study, literature study, policy study, social study, culture & arts economics, management and jurisdiction. The study will make some contributions to the development of culture & arts aesthesis, culture & arts politics, culture & arts socialism, culture & arts economics, culture & arts policy study, and culture & arts management.
