自20世纪90年代中期特别是1997年全面实行并轨招生、高等教育实行学生交费上学政策开始,我国高校贫困生问题日益凸显。从1999年全国高校实行扩招政策以后,高校的贫困生人数和占在校生的比例都在不断增加。如何解决高校的贫困生问题,己经逐渐成为社会各界普遍关注的热点,也成为新时期高校学生管理工作的重要内容之一。应该说,围绕高校贫困生问题进行系统研究,提出有利于更好解决这一问题的方法和措施,具有重要的理论价值和重大的现实意义。 本研究主要采用文献法、调查法、系统方法及心理分析法,从制度政策层面和实际操作层面入手,把高校贫困生问题提到关乎人的全面发展和社会和谐发展的重要问题来进行系统研究。力图从以人为本、促进人的全面发展和构建和谐社会的视角,探索高校贫困生资助体系的各个组成部分的地位、职责、作用及其相互之间的协调、配合,实现资助与育人之间的有机统一。 从这一思路出发,本研究的大体框架分为五个部分: 第一章,导言。主要阐述贫困生问题的提出、研究的意义和研究的基本思路。 第二章,高校贫困生问题概述。主要在对贫困生概念和标准进行界定的基础上,描述贫困生的现状以及贫困生问题的研究现状。 第三章,高校贫困生问题的成因分析。主要从客观和主观两方面分析高校贫困生问题产生的背景和原因。 第四章,高校贫困生社会政策的评价与选择。本章主要在对我国现行高校贫困生社会政策进行评价的基础上,提出要进一步完善社会政策,着眼于社会发展的长远利益,设计多种多样的制度安排,开发并有效使用有限的社会资源,给不同类型的贫困生以各种各样的选择,帮助贫困生完成学业、健康成长、实现自身的全面发展,为高校贫困生问题的解决提供制度基础。 第五章,高校贫困生助学体系的完善。主要分析我国目前贫困生助学体系存在的问题以及完善助学体系的基本思路。提出要在进一步完善奖、贷、助、补、减、免的资助体系的基础上,建立以政府为主导、社会力量为辅助、自助为根本的助学工作体系。从人文关怀的角度探索如何坚持以人为本,减轻高校贫困生因经济困难产生的心理压力,帮助他们走出困境,激励和引导他们自强自立,走向成功,进而反哺社会。
From the mid 1990’s, especially from 1997, unity students policy was practice, students in college should pay to go to school. The problem needy students highlights increasingly. From 1999, China provides a wider access to higher education, the number of needy students in college are increasing continuously. How to resolve the problem of college needy students becomes a widespread concern of social public gradually, also becomes one of the important contents of college student’s management in the lately period. So, the systemic research about the needy students in college will be advantageous to find out the resolving measure to this problem, and it has important realistic meaning to the theory. This research mainly adopts cultural heritage method, investigating method, the system method and mental analysis method, From the system policy level and actual operation level, we carry on a systemic research about needy students in college as a problem of a person’s overall development in the harmonious society. From the view of setting up harmonious society and promoting a person’s overall development, we study each constitutes of the subsidizing system and their position, job, function of each part. And basing on the coordination of each part, we can realize the organic unity of subsidizing and education. From this point of view, the frame of this research is divided into five parts. Chapter 1. Introduction. It mainly elaborates the problem of needy students in college, the meaning of the research and the basic way of thinking. Chapter 2. The summary of the problem of the needy students, on the basis of the concept and standard of the needy students. I describe the present condition and present research condition of the needy students. Chapter 3. Analyzing the reasons to the problem of needy students. I carry out an analysis of the background and reason from both objective and subjective side. Chapter 4. Evaluation and choice of social policy for the needy students, on the basis of current social policy in the college, we should perfect social policy, put forward a further perfect policy, use limited social resource to design a varied subsidizing system, it will help needy students to finish their study and find jobs and have an overall development of their selves. Chapter 5. Perfecting the subsidizing system of needy students in college. I mainly analysis the problem in the subsidizing system and the basic way of thinkingto perfect the subsidizing system. On the basis of prize, loan, help, reduce, free, we should set up a subsidizing system, taking government as predominant and social strength as support, self-help as the root. From the angle of humanities, we should ease needy student’s psychological stress, help them to come out a predicament, encourage them to self-renewal independence and repay the society.
