贫困是我国农村客观存在的社会问题，解决农村贫困问题是政府义不容辞的责任。但是，在反贫困过程中，政府究竟应该起什么样的作用?政府的反贫困政策起到了多大的作用?有些什么失误?政府的反贫困政策应该调整吗?如果需要调整，应当向什么方向调整?调整的内容应当是什么?这些都是应当经常进行反思的问题。在中国改革走到十字路口，社会中利益集团逐渐形成和分化，社会矛盾逐渐显露的时候，将农村贫困和反贫困问题作为社会系统的子系统进行分析和反思，不仅对农村反贫困政策实践具有意义，而且有助于对改革事业的整体认识。 本文以党的十六大提出的科学发展观为理论指导，综合运用公共行政学、行政法学、政治学、政治经济学、社会学、制度经济学等学科领域的不同研究方法，立足于国内外已有的相近领域的研究成果和资料，系统地分析了中国农村反贫困政策实践的历史与现状，指出中国农村反贫困问题是一个系统性的问题，仅仅靠农村经济的发展，农村自身体制和治理结构的变革，不足以使农民从困境中解脱出来。发展模式和宏观政策的制订，整个社会的转型，经济、政治、社会、文化体系和相应载体的演进，都直接影响农村体制的改革。因此，农村贫困问题需要系统性的解决之道。 对这种系统性的解决之道来说，一方面，必须形成一个农村反贫困政策集合，这个政策集合应具有良好的结构，能够均衡地作用于农村贫困问题的六个方面，即：经济不发达、财政投入少、权利不平等、农民缺资产、素质不过关、转移很困难。还要要使这个政策集合对农民个体的四个贫困维度(权力、资产、
Poverty is an objectively existent social problem in Chinese rural area. Seeking the way to solve this problem is the duty which should not be abandoned by the Chinese government. However, these things should be considered frequently about antipoverty practice: what is the things government should do in the antipoverty area, and what is shouldn"t? Where is the effect of antipoverty plans carried out by government? Is there any misplay? Should these plans be adjusted? How to adjust if it should be? Nowadays, the Chinese reform comes across a special period, social gradations are in the process of polarization, interest groups are forming, and social conflicts are in emergence. In this time, to make an analysis of the poverty and the antipoverty policies, as a subsystem of the social system, in Chinese rural area is a meaningful job for the antipoverty practice. And it would lead us to a much deeply understanding about Chinese reform.Under the guide of scientific frame of reference to the development of society, using the comprehensive methods of public administration, administrative legislation, politics, plutonomy, sociology and institutional economics, based on the relevant studying fruits and information, this essay made an systematic analysis on the past and actuality of the policy practice of antipoverty in Chinese rural area, states that the problem of poverty in Chinese rural area is a systematic problem.
