本文讲述了地理信息系统和土地规划的关系,阐述了地理信息系统在土地规划管理信息系统中应用的必要性,并结合相关知识,对土地规划管理信息系统的整体框架结构进行了分析,研究并设计了土地信息系统软件结构及功能。本文提出了在ESRI的ArcGIS系列软件平台上结合应用数据库技术、网络通信技术,结合现行的业务管理工作流程以及业务需求,设计开发规划系统软件和建立规划数据库,改变传统手工作业的方式,最终实施远程报批和无纸化办公。系统应用先进的输入、输出、检索查询、统计分析等手段,提高各种土地规划制定的效率,提高规划土地管理的工作效率和使用效率,保证土地信息的现势性和连续性,简化土地规划日常的业务工作。同时深化了土地规划信息系统的应用,加强相关领域的横向、纵向的交叉联系,提高决策支持的水平及速度。
GIS(Geographic Information System) early applied in manage ofresource and environment. At present It already has applied in manageof natural resource(forest, mineral, water and so on), inspectionforecast and evaluation of natural disaster(flood, drought, wormcalamity, shake disaster and so on) and environment protection (loseof water and soil, father of hungriness and so on).In domain of land resource manage, there are land resource estimate,land utilize actuality Inspection, city land-value evaluation,influence of not spot pollution for land utilize configuration,computer map of land utilize actuality. Many Information Systems hasbeen created for example: land layout information system, land resourcedynamic inspect system, city land utilize expand mode, land managesystem, land utilize manage information system based on web, landutilize collectivity layout manage information system.GIS has also succeed in applying in manage department of government,and it became a important manage facility. Current land informationsystem is not restricted by daily operation category of land department,it also can be described as digital survey, digital drawing, DBMS,information system, information issuance, and so on for survey andcollection, deal, manage, issuance of land datum.In the thesis our main works are designing and realizing a landplan manage information system. Through our working, we want toresearch the problem of GIS integrate land layout information system,and solve the multiply problems in the course of completing my thesis.The problem of system structure is a sixty-four-dollar questionfor system designing. The early stand-alone model has become too old,It has been replaced by client/server(C/S) structure. C/S two-layerstructure combines the operation logic and interface operating inclient, and stocks the surveying DBMS into server, clients visit serverthrough network. C/S structure adapt to constructing require of largeland project items, It became the broad system structure at one time.But in some times, it will be ability not equal to one"s ambition, forexample multi-DBMS, excessive clients. It also occur disfigurement indominating safety. Later 2.5 layers structure remedy C/S structure.Firstly It sustain accessing DBMS using data channels technique.Secondly It move operation logic to server in order to increasing datasecurity. Still, 3 layers structure became to us. It is more safetyand effectual. The typical 3 layers structure design operation logica solo layer in client and survey data DBMS. Though operation logiclayer and DBMS may exist in one same server computer, operation logicindependently take on the define and control of the land informationsystem operation. The separation of operation logic and clientincreases security. The separation of operation logic and survey DBMSincreases the refrain character. The corporation can replant the systemto another units possessing the same operation through amending alittle for client and operation logic layer, for example layout bureau,construct bureau, police bureau, water supply bureau,telecommunication office. It redounds to reduce the cost."Thin client" is another represent in land layout manageinformation system. In stand-alone model, operation logic and DBMS allare in client, In C/S model, survey DBMS is moved to net work server.In 3-layer structure, operation logic is divided from client. Thebenefit of thin clients simple system whole manage and maintenance.Mostly work can be finished in the server.We choose the ArcIMS by way of our GIS server. ArcIMS is a productbased on server, It provides a declamination structure to issue GISdata and service. ArcIMS provides a tool to issue GIS map, data, andmetadata, More client can fetch and browse data. Server using of ArcIMScan provides GIS data, dynamic map, metadata and aim GIS application.ArcIMS client applications are contained into HTML and JAVA throughexplorer. As we see, It absolutely can meet the request of the landlayout system, and realize issue of the land layout data. It also canrealize operation logic.We realize the main functions of the land layout informationsystem:1. We realize query, Stat, file management, import, export of theusing of land. It make it comfortable that missionary of relateddepartment operate and deal with the information of the land using andlayout.2. Through ability of dynamic language dealing with the data ofclient, we realize prejudication manage of the land of the constructionitem, layout examination of the construction item of solitude selectinglocation, layout examination of the construction land in town, and soon, bring forward decision-making, output corresponding document andchart using of ArcIMS.3. Using of ArcIMS, We realize analysis and query of the theme.We also can make special query, analysis, and then output correspondingdocument and chart.This thesis based on ArcGIS platform succeeded in land layoutmanage information system. The system functioned stably, and sufficethe requirement of land layout information system..
