资源与环境问题是后工业社会挥之不去的伤痛。工业化的迅速发展在为人类社会带来巨大物质财富的同时，使地球资源面临枯竭的窘境，并严重威胁当代和后代人类的生存环境。在此背景下，可持续发展逐渐成为国际社会普遍认同的发展模式。循环经济和生态工业学理论相继产生，并作为新的发展观和交叉科学，为减少工业污染、推动整个社会走向可持续发展，提供理论借鉴和方法论支持。 生态工业园区是循环经济和生态工业学理论在实践中的重要应用，是实现工业可持续发展的必然选择，是一种以追求更高物质利用率和能量转化率、更少废物排放甚至零排放为目标的企业地域分布形式。作为一个独立的、前沿的研究学科，生态工业园区正在引起全世界从政府、公司到研究机构的高度重视，一些相关理论和工业实践呈迅速发展趋势。 大连作为东北地区的龙头城市，在振兴东北老工业基地、建设“一个中心、四个基地”、“产业兴市”的过程中，应当以生态工业园区作为工业发展的载体，确保能源、环境与经济的协调发展，通过走可持续发展的道路，提高城市整体综合实力。 本文以可持续发展为背景，在对生态工业园区理论分析的基础上，使用SWOT分析方法，分析了大连生态工业园区发展的优势、劣势、机遇以及挑战，借鉴国内外成功经验，进而提出有针对性的对策和建议。文章运用了比较研究的方法以及实证分析和规范分析相结合的方法，主要包括以下几个方面： 第一章为绪论，对选题背景、研究意义、本文写作思路以及创新点等做了简要论述。 正文从第二章开始。本章主要分析了生态工业园区的基本理论问题。包括生态工业园区建立的理论基础、含义、特征、类型、发展模式以及衡量标准等。 第三章在总结国内外在生态工业园区领域的理论研究和实践状况的基础上，分析得出值得借鉴的成功经验。这些经验将对大连生态工业园区未来发展带来众多启示。 第四章为案例分析，以大连经济技术开发区国家生态工业示范园区为例，包括环保基础设施及环保管理状况、生态工业发展现状和生态工业雏形实证研究三大部分。 第五章首先通过SWOT分析表明大连生态工业园区建设的优势、劣势、机遇及挑战，针对存在的问题，提出大连生态工业园区发展建设的对策。 第六章为结论和建议部分，总结出本文通过研究分析得出的相关结论，并就本文研究中存的问题和不足，提出需要做进一步研究和探讨的几点建议。
Resources and environment problem are the chronic disease in the late industrial society. The quick development of the industrialization also makes the resources on the earth face embarrassing situation at the time of bringing huge material wealth to society, and threatens the existent environment of the contemporary and posterity mankind seriously in the meantime. In view of which, sustainable development has been generally acceptable development model by international society, and recycling economy and industrial ecology come into being altogether. As a new view of development or overlapping subject, they can provide theoretical reference and methodological support for reducing industrial pollution and pushing our society into sustainable development. Eco-industrial park (EIP) provides a basis for applying the concepts of recycling economy and industrial ecology, and service as an ultimately necessary approach to achieve sustainable development. An EIP is a model of geographic distribution of enterprises, aiming at a higher efficiency in raw material utilization and energy conversion as well as a minimized waste or zero emission. Being an independent and cutting-edge research subject, EIP is also attracting worldwide attention from governments, enterprises and research institutions. Relative theories and industrial practices have been showing a strong flourishing trend. As the group leader city of the northeast region, Dalian must use EIP as the industrial carrier to develop in the process of the economic development in old industrial base of Northeast Area, the construction of one centre and four bases and the city development with industries. Dalian should insure the coordination development of resource, environment and economy, and enhance the whole comprehensive real strength through persisting the sustainable development. The paper takes the sustainable development as a background, puts forward several countermeasures and suggestions for Dalian"s development of EIP, on the basis of analyzing the strength, weakness, opportunity and threat of the EIP development in Dalian with SWOT, and referring to the succeed experience of developed countries and developed areas in china. The methods of comparative study as well as positive and normative analysis are used in the paper. The paper mainly includes the following parts: The first chapter is the introduction, which discusses the background, the research meaning, the whole research thinking and frame and the innovation of the paper. The main text begins with the second chapter. The second chapter analyzes some basic theoretical problems concerning EIP, including the theory foundation, connotation, characteristics, types, development models and measure standards. The third chapter concludes the practice of EIP in developed countries and developed areas in China in recent years. The successful experience may be useful for Dalian to advance in the development of EIP in the right direction. The fourth chapter is the case, which takes Dalian Economic-Technological Development for example, and includes three aspects: the infrastructures and management conditions of environmental protection, the present states of eco-industry development, the rudiment of eco-industry development. The fifth chapter analyzes Dalian"s strength, weakness, opportunity and threat of developing EIP with SWOT. To solve the problems existing in Dalian"s development of EIP, the part puts forward six countermeasures and suggestions. The sixth chapter summarizes the conclusions of the paper, and makes some suggestions about the problems and shortages of the paper for a further easearch.
