建设社会主义新衣村，首先要发展现代衣业，促进粮食生严稳定发展和衣民持续增收。农业产业化是推动传统农业向现代化农业过渡的较好选择，已成为我国农业产业结构调整、农村劳动力转移、增加农民就业机会、增加农民收入的有效途径。农业产业化龙头企业在农业产业化经营中具有举足轻重的作用，它是农业产业化经营的关键和核心。龙头企业的整体实力如何，直接关系着产业化经营的效果。然而龙头企业的发展离不开金融支持，政策性金融是支持其发展的重要资金来源。 本文分六大部分：第一章，导论。引出要研究的问题以及研究的意义；第二章，有关农业政策性金融支持农业产业化龙头企业发展的理论综述，主要介绍了农业产业化理论、农业政策性金融理论；第三章，国内外农业政策性金融对农业支持的情况；第四章，阐述了泰州市龙头企业运行的概况，以及银行业支持龙头企业的情况，提出了银行业在支持农业产业化发展过程中还存在一些不和谐因素和亟待解决的问题；第五章，分析了农发行泰州分行支持农业产业化龙头企业的现状和存在的问题；第六章，农业政策性金融支持农业产业化龙头企业发展的政策建议，一是增加对产业化龙头企业的金融服务，二是促进金融机构的持续健康发展。
To build new socialistic country, firstly, we need to develop the modern agriculture which can make the grain production develop steadily and increase farmers" income. Agricultural industrialization is a better choice to change from conventional agriculture to modern agriculture, and it has been an effective way to adjust the structure of agricultural industry, to transfer rural labor force from one place to another, and to increase farmers" employment opportunity and their income. The leading agricultural enterprises are of great importance to agricultural industrialization and they are the key and core of agricultural industrialization operation. The entire strength of leading agriculture enterprises directly related to the effect of agricultural industrialization operation. The leading agricultural enterprises can"t do well without financial support, so policy finance is an important capital to support the development of leading enterprises. The article includes 6 parts. The first chapter introduces the issue and meaning of the study. The second chapter is the theory about policy financial support on development of agricultural industrialization leading enterprises. The third chapter introduces the situation of foreign and domestic policy financial support on agriculture. The fourth chapter expatiates the operation of leading enterprise and the support of banks in Taizhou city, based on the practical survey information, and brings forward some unharmonious problems need to be solved immediately which restricts healthy and sustaining development of agricultural industrialization. The fifth chapter summarizes the difficulty of policy financial support on the leading enterprises by analyzing the present situation of agricultural development banks" support on the leading enterprise. The sixth chapter are proposals about policy financial support on leading enterprises, the first is to enhance the financial services for the leading enterprises, and the second is to promote healthy and sustaining development of financial institutions.
