发韧于二十世纪八十年代初的村民自治，至今已逾二十余载。二十载风雨历程，实现了广大村民当家作主的愿望，在中国农村广袤的大地上播撒下了无数颗民主的种子。村民自治作为社会主义新型民主的生长点，无疑将大大推动整个国家的民主化进程，为我国社会主义民主大厦奠定牢固的根基。 本文坚持马克思辩证唯物主义和历史唯物主义的基本原理和基本观点，运用辩证分析的方法，对村民自治的产生、发展、内在规律以及存在的困境和难题，进行了较为系统深入的考察和分析，以期把握这一新事物的脉搏。全文共分四部分： 第一部分：先从纵向角度对村民自治的求索历程进行历史考察，说明其产生发展的历史必然性；在此基础上，再从横向角度探索村民自治的社会基础，旨在说明村民自治具有深厚的理论与现实底蕴。 第二部分：先从静态层面对村民自治的制度安排进行扫描，然后从动态层面对村民自治的运行机制进行描述。动静结合，以期探索村民自治的内在运行规律。 第三部分：首先抓住村民自治实践中的三对主要矛盾，摆现象、析原因、揭本质、最后着眼于对策思考；然后，对村民自治异化的现象作了初步的探析。 第四部分：既揭示了村民自治深远的历史意义，又对村民自治美好的未来进行了大胆设想和热情展望。 最后，笔者坚信：村民自治必将拥有光辉灿烂的明天。
The system of farmers-self-governing, which originated in the 1980s, has experienced for more than twenty years. This system sowed the innumerable seeds of democracy in the vast area of the countryside and realized the aspiration that farmers become their owners themselves. As the growing place of social democracy of new type, beyond doubt , it will greatly promote the course of democracy of the whole country, and place the solid foundations for the mansion of socialist democracy.Sticking to basic principles and views of Marxist dialectical materialism and historical Materialism, and applying the analysis method of dialectics, the thesis makes rather systematic and deep researches and analysis of the emerging, the inner developing law, and also the problem and dilemma existed in the system of farmers-self-governing. In the thesis I hopes to grasp the vital part of the new-born thing. The whole thesis is made up of four parts.The first section inspects the exploring history of farmers-self-governing at vertical angle in order to explain the historical inevitability, probes into the social basis of the system of farmers-self-governing so as to explain that the system is based on the deep-seated theoretical and realistic foundation.The second section scans firstly this system itself at a standstill angle, and then describes its moving mechanism, through the combination of the two above, we can explore the intrinsic moving law.The third section first grasps three main contradictions in the practice of farmers-self-governing, listing the present situation, analyzing the reason, revealing the essence, and eventually emphasizing the way of resolving these contradictions. Finally, the alien phenomenon of the system of farmers-self-governing is discussed preliminarily.The fourth section uncovers the far-reaching historical meanings, on the basis of the above, images boldly and look into the future of this system enthusiastically.Author believes firmly that the system of farmers-self-governing will certainly possess the brilliant future.
