当前,我国正处在全面建设小康、构筑和谐社会的伟大历史进程当中,把居民收入差距控制在合理的范围之内就成为构筑和谐社会的重要内容,收入分配问题也逐渐成为了理论界的热点。然而,已有的理论多是对各个类型差距和具体对策的分散研究,很少基于我国改革开放以来整体的制度变迁对收入分配差距问题进行一般分析。从整体的制度层面对收入分配的差距进行研究,是马克思收入分配理论的一般性延续。我国收入分配差距的产生,根本上源于生产要素在不同市场主体间初始占有的差异,而这种差异又源于计划经济向社会主义市场经济的整体制度变迁。因此,分配制度的变革是差距产生的一般前提,制度变迁的非均衡进行是差距扩大的重要原因,制度变迁中出现的体制摩擦是差距扩大的催化因素,调节滞后、治理缺失使得差距得不到有效控制。本文中,笔者围绕制度变迁这根主线,运用马克思主义的整体分析方法对收入分配差距进行研究,同时看到我国的经济制度变迁过程不同于西方的市场经济成熟过程,收入分配差距的表现、诱因都有其特殊性,并且从一般和特殊两个层面分析收入分配差距产生和扩大的原因,探索适应社会主市场经济的分配正义,确立构筑社会主义和谐社会收入分配差距的调控目标,探讨建立适合社会转型这一特殊时期收入分配差距的调控措施。
Today, we are being in the progress of constructing the harmonious community. There is an important mission to dominate the revenue disparity in the appropriate limit, so studying the revenue allocation problem is becoming popular. However, most of the existing theories are the decentralized researches to the problem, and there is lack of holistic analysis based on the system vicissitudes of our country’s reform and open, the method of holistic analysis results from the Marxism. The revenue disparity radically comes from the divergence of essential factors which are shared in the initial markets in the background of the transition from planned economy to the socialist market economy. Hence, the transition of holistic system vicissitudes is the premise of the disparity, and non-equilibrious system vicissitudes is the significant reason of extending the disparity, and the system attrition arised in the system vicissitudes is the catalysis of the extending of disparity, and the problem is not under control now because of the sluggish regulation and lack of administering. In this article the writer researched this problem by holistic analysis based on system vicissitudes, simultaneously realized that the representations and the inducements of the revenue disparity were peculiar because of the difference between our country’s economic system vicissitudes and the maturing progress of market economy in the west, analyzed the reasons of the revenue disparity through the point of views of universality and particularity, probed into the
