发展社会主义民主政治，建设社会主义政治文明是全面建设小康社会的重要目标。而民主政治和政治文明的实现有赖于民众政治心理角色的转换，实现臣民文化向公民政治文化转变，培养出具有现代意识的合格公民。所以，在全面建设小康社会的进程中，注重公民政治文化建设就成为写作本文的意义所在。 本文首先阐述了公民政治文化的涵义、要件、特征、政治价值和一般功能，为当代公民政治文化建设提供理论的支点。在简单回顾我国公民政治文化建设的历程后，分析了当代中国公民政治文化建设存在的问题及原因，为公民政治文化建设提供现实的支点。最后尝试性提出了当代中国公民政治文化建设的基本原则和对策。
Developing socialist democracy and establishing a socialist political civilization are an important goal for building a well-off society in an all-round way. The realization of democratic politics and political civilization depend on the conversion of the public"s political psychological role, i.e. conversion from subject culture to civic political culture, and qualified citizens with modern consciousness developed. So we have to emphasize the construction of civic political culture in the process of political of building a well-off society in an all-round way. This is the main point of the paper.Firstly this paper expounds the meaning, important conditions, the features, the political values and the general functions to offer a support in theory for the construction of civic political culture in contemporary China. Secondly it analyses the situation and causes of the construction of civic political culture as a support in reality after the course of civic political culture"s construction is looked back simply. At last it puts forward the basic principles and countermeasures of socialist civic political culture"s construction in contemporary China.
