论文标题:转型期中国城市贫困问题研究 Research on Urban Poverty in the Transitional Period of China 论文作者 论文导师 张衔,论文学位 硕士,论文专业 政治经济学 论文单位 四川大学,点击次数 23,论文页数 90页File Size4147K 2006-05-08论文网 http://www.lw23.com/lunwen_229588792/ Transition; Urban poverty; Rights; System 被世界银行誉为“21世纪最为引人注目、最为政治敏感”的城市贫困问题在二十世纪九十年代的中国集中地凸现了出来。中国的城市贫困问题产生于经济和社会的双重转型之中,特殊的时代背景赋予了其不同于别国的特征。概括来讲,我国的城市贫困群体规模庞大,构成多元化,具有失业性、再生性和阶层性贫困的特征。贫困的产生必然脱离不了贫困者自身因素的影响,但在转型期这个特殊历史阶段里凸现的城市贫困更多地是源于多种制度、政策性因素的变动。具体而言,转型期中国城市贫困问题的产生与我国城乡管理体制、就业机制、国有企业改革、社会保障制度以及社会资源分配方式的变革有着密切的关系。因此,要有效缓解当前我国的城市贫困状况,必须建立起一个以政府为主导的城市反贫困体系,将就业优先、城乡统筹、人文关怀确立为价值目标,从扩大就业、完善社保、公平社会资源分配等角度,采取具体措施切实保障和完善城市贫困群体的权利,帮助其早日摆脱贫困。 全文共分为七大章节: 第一章是论文的引言,在对贫困问题的研究现状进行简单综述后,介绍了本文的研究对象、方法及思路,并指出了论文可能存在的创新。 第二章主要从历史沿革的角度概括介绍了经济学家们在贫困问题上的探索历程。其中,有重点地介绍了古典经济学、新古典经济学、发展经济学和马克思经济学对贫困问题的研究,以及阿马蒂亚·森有关贫困问题的经济思想。以期通过对不同学派关于贫困问题研究成果的梳理,为本文的后续研究做好理论准备。 Urban poverty which is regarded as the most distinctive and politically sensitive problem by the World Bank has been explicitly manifested in China of the 1990s. Urban poverty has been evolved in the process of the dual transition of economies and society, which is assigned with unique characteristics by the special social background that differs from other countries. In summary, the urban poverty groups in China are vast and multi-structured, which are unemployed, renewable and hierarchic. The occurrence of poverty can certainly be associated with the personal factors of the poor, but the urban poverty manifested in the special historical transitional period of China should also find its origin more in the changes in the political and economic systems and policies. To be more specific, urban poverty in the transitional period of China is closely associated with the urban and rural management systems, employment mechanisms, reforms with state-owned enterprises, social security systems and the transformation with the allocation of social resources. Therefore, an anti-poverty system in urban areas pioneered by the government should be established to effectively ease the poverty situations in our urban areas. The system should consider employment first, urban and rural integrated planning and humane care to be its top goals, and from the perspectives of improving employment, social security, and distributing social resources more evenly, take concrete measures to safeguard and better the rights of urban poverty groups in
