人口城市化是世界各国发展的共同规律。改革开放以来，随着我国经济持续快速发展以及社会主义市场经济体制的建立，我国人口城市化发展迅速，人口城市化水平有了较大提高。但总体来看，我国由于经济发展水平不高，人口城市化水平还很低，显著地落后于发达国家的水平和世界平均水平。2002年我国人口城市化水平为39.1%，不仅远远落后于发达国家80%的平均水平，也低于世界47%的平均水平。我国的人口城市化现状与全面建设小康社会的目标要求很不适应。十六大报告明确指出，要统筹城乡经济社会发展，消除不利于人口城市化发展的体制和政策障碍，逐步提高人口城市化水平。目前，影响人口城市化发展的因素很多，其中制度方面的障碍是制约我国人口城市化快速发展的重要原因。因此，要消除不利于人口城市化发展的制度因素，必须适应社会主义市场经济发展的要求，创新人口城市化制度，为加快人口城市化的进程，早日实现我国现代化建设目标创造条件。本文从界定和阐述人口城市化制度创新的含义、内容及其对经济社会发展重大意义入手，在深入分析我国人口城市化制度演变的进程、现状、问题的基础上，积极探索构筑符合市场经济体制基本要求的、有利于人口城市化发展的我国人口城市化制度创新的方向及对策建议。全文共分为四大部分：第一部分：人口城市化制度创新的概念、内容及重大意义。本部分从界定人口城市化制度创新的相关概念入手，明确人口城市化制度创新包括的内容，从三个方面阐述了人口城市化制度创新的重大意义。第二部分：人口城市化制度创新的历史进程、现状及面临问题。本部分回顾建国以来人口城市化制度创新走过的历程，并全面概括其发展现状，深入挖掘其现阶段面临的主要问题。第三部分：人口城市化制度创新的方向。本部分依据目前国家经济社会发展的形势和需要，从三个方面明确人口城市化制度创新应遵循的方向。第四部分：人口城市化制度创新的对策。本部分针对人口城市化制度创新面临的问题，从我国社会主义建设实践出发，从理论上探讨我国人口城市化制度创新的对策，提出创新人口城市化制度的具体措施，以期加快我国人口城市化发展进程。本文在人口城市化制度创新应遵循的方向上，提出了自己的见解，强调人口城市化制度创新不仅要立足于加快人口城市化的发展，而且要立足于促进社会主义市场经济体制的完善，满足统筹城乡经济社会发展、全面建设小康社会的需要。在人口城市化制度创新的对策方面，在强调各项具体制度创新之间的相互连接和配套的前提下，就每项制度创新提出了自己的建议。
The population urbanization is a common law of the development of countries all over the world. Since the reform and opening-up, with the economy’s fast and continuously development and the setting-up of the socialist market economy system of our country, China’s population urbanization developed rapidly while the population urbanization level improved a lot. But all in all, because of our country’s low economic development level, population urbanization developed very slowly and even lag behind the level of developed country and average level of the world remarkably. In 2003 our urban population rate was 39.1%, not merely far lag behind 80% of the average level of developed country but lower than the world by 50% of the average level too. China’s current situation of population urbanization dosen’t suit with our request of building the goal of the well-to-do society in an all-round way.16th National Congress report point out taking pool in urban and rural areas socio-economic development, is it unfavorable to population urbanization system and policy obstacle of development to dispel clearly and improve the urbanization level of population progressively . At present, there are a lot of factors influencing the development of population urbanization, obstacle of system to restrict our country population urbanization’s fast-developing is an important reason among them. So it must meet the needs of socialist market economic development to dispel the system factor unfavorable to the development of urbanization and innovate the systems of population urbanization in order to accelerate the process of population urbanization and realize the goal of our country"s modernization and create the condition as soon as possible .This text begin with defining and explaining the conception and content of population urbanization system innovation and starting with the great meaning of socio-economic development, On the basis of deeply analysing the process , current situation , questions of the population urbanization systems of our country, explore and construct actively the direction and suggestions of the innovation of our population urbanization which accords with basic demand of the market economic system, favorable to the development of our population urbanization.The full text is divided into four major parts altogether: First part : Concept , content and great meaning of system innovation of population urbanization .Originally start with defining the concept of population urbanization system innovation, define population urbanization content that system innovation include , explain the great meaning of population urbanization system innovation from three respect.Second part : Historical process, current situation and problem of facing of urbanization system innovation of population. Originally review the course that the urbanization system innovation of population has passed by since the foundation of the state, and summarize its current situation of the development in an all-round way , excavate its subject matter faced at the present stage deeply.The third part : Direction of urbanization system innovation of population. According to the situation and needing of national socio-economic development at present, define the direction which should be followed in urbanization system innovation of population from three respects.The fourth part : Countermeasure of population urbanization system innovation . Originally with the question that population urbanization system innovation faces, set out from our socialist construction practice ,probe into the countermeasure of people"s urbanization system innovation of our country theoretically, put forward the concrete measure of the people" s urbanization innovation, that in the hope of quickenning the process of the development of population urbanization of our country.This text put forward my own opinion at the direction of system innovation of population urbanization that should be followed , emphasize that population urbanization system innovat
